Minutes:

Consideration was given to a report of the Local Area Manager that contained a number of recommendations for expenditure from this Committee’s developer contributions.

 

RESOLVED -

 

(1) That £5,000 be allocated to purchase a permissive path on Bow Lake Gardens, Bishopstoke to enable improved public access from developer contributions;

 

(2) That £10,000 be allocated for replacement and new dual use bins throughout the Local Area from developer contributions;

 

(3) That £6,500 be allocated for the continued improvement of the ‘Planney’ wooded recreational space in Bishopstoke from developer contributions;

 

(4) That £10,000 be allocated for the development of ‘tree corridors’ throughout the local area from developer contributions;

 

(5) That £3,000 be allocated for the improvement of signage, benches and new planters at the Horton Heath Community Centre from developer contributions;

 

(6) That £150 be allocated for the provision of a cigarette bin off Montague Road, Bishopstoke from developer contributions;

 

(7) That £500 be allocated for improved car park signage at the Bishopstoke cemetery from developer contributions;

 

(8) That £3,000 be allocated for new fencing and a new gate at the Church Road play area in Bishopstoke from developer contributions;

 

(9) That £2,500 be allocated for information boards – various throughout Bishopstoke and Fair Oak from developer contributions;

 

(10) That £250 be allocated for speed camera/speed limit reminder signs for Alan Drayton Way from developer contributions;

 

(11) That £500 be allocated for improved cycle signage on Alan Drayton Way from developer contributions;

 

(12) That £250 be allocated for Hedgehog Awareness signs from developer contributions; and

 

(13) That £5,000 be allocated for the provision of improved CCTV for fly tipping sites in Fair Oak from developer contributions.

RESOLVED –

 

That the Committee approved the Local Area Action Plan for Bishopstoke, Fair Oak and Horton Heath.

Bishopstoke, Fair Oak and Horton Heath Traffic Regulation Order (TRO) Report pdf icon PDF 507 KB

Minutes:

The Committee considered a report by the Senior Engineering Specialist (Agenda Item 7) concerning Traffic Regulation Orders for the Bishopstoke, Fair Oak and Horton Heath area.

 

RESOLVED –

 

That the Committee approved the following:

 

(1)  Parking Restriction measures along Riverside and Church Road are implemented as advertised;

(2)  Parking restriction measures within Hardings Lane, Lynx Close, St Austell Close, Stag Close, Truro Rise;

(3)  That the parking restriction measures within Noyce Drive be deferred until measures to help address resident’s concerns regarding the lack of parking can be included in the eventual solution; and

(4)  Amendment to the extent and timing of the School Keep Clear markings within Elland Close.

 

[NOTE: Two members of Bishopstoke Parish Council spoke in support of the proposals for the parking restriction measures along Riverside and Church Road. Although concerns were expressed over the movement of parking onto nearby roads.]

Appeal against the Council's refusal of planning permission for an extension to front of garage and the creation of a new second floor with small dormer windows (H/19/85831).

 

(b)  that the following appeals have been allowed:-

 

Land East of Knowle Lane, Fair Oak, SO50 7DZ

Appeal against the Council’s refusal of planning permission for the construction of an office building (B1a Use Class) including parking, landscaping, bin enclosure, cycle store and associated works following demolition and clearance of site (F/18/84480).

 

282 Fair Oak Road, Bishopstoke, SO50 8JR

 

Appeal against the Council’s refusal to grant permission for the demolition of a side extension and construction of new detached dwelling (F/18/83447).

 

(c)  that the following appeals have been dismissed:-

 

Steading, Winchester Road, Fair Oak, Eastleigh, SO50 7HD

 

Appeal against the Council’s refusal for a new dwelling to the rear of Steadings (F/18/84082).

 

Stroudwood Farm, Winchester Road, Lower Upham, SO32 1HH

 

Appeal against the Council’s refusal to grant permission for the erection of a triple oak framed garage (H/19/85019).

 

5 Huntingdon Gardens, Horton Heath, SO50 7FH

 

Appeal against the Council’s refusal to grant permission for the conversion of then existing integrated garage into living accommodation (H/18/84088).
