Consideration was given to a report of the Area Manager (Agenda item 5) which set out a number of projects and schemes to improve the prosperity, environment and wellbeing of the residents in the Bursledon, Hamble-le-Rice and Hound area.

 

RESOLVED –

 

(1)         That the Committee agreed not to increase Hamble-le-Rice parking charges in 2017/18.

 

(2)         That £390 from the revenue reserve be allocated to Hound Local History Society for display boards.

 

(3)         That £150 from the revenue reserve be allocated to Hamble-le-Rice Parish Council for Christmas events.

 

(4)         That £150 from the revenue reserve be allocated to Hound Parish Council for Christmas events.

Consideration was given to a report of the Head of Transportation and Engineering (Agenda item 6) that summarised objections received to a proposed Traffic Regulation Order, which detailed new proposals and amendments to existing waiting restrictions proposed in various locations across the Bursledon, Hamble-le-Rice and Hound area.

 

RESOLVED –

 

(1)         That restrictions in Bridge Road be implemented in accordance with the advertised Traffic Regulation Order as shown in drawing no.   TM1/01376/13;

 

(2)         That restrictions in Coach Road be implemented in accordance with the advertised Traffic Regulation Order as shown in drawing no. TM01/01703/010;

 

(3)         That restrictions in Grange Road/New Road, Netley be implemented in accordance with the advertised Traffic Regulation Order as shown in drawing no. TM01/01703/003;

 

(4)         That restrictions in Kings Field / Kings Field Gardens be implemented in accordance with the advertised Traffic Regulation Order as shown in drawing no. TM01/01703/001A;

 

(5)         That restrictions in Long Lane, Bursledon be implemented in accordance with the advertised Traffic Regulation Order as shown in drawing no. TM01/01703/002 (1) and TM01/01703/002 (2);

 

(6)         That restrictions in Moorhill Gardens be implemented in accordance with the advertised Traffic Regulation Order as shown in drawing no. TM01/01703/008;

(NOTE: (1) One member of the public spoke with regards to Kingsfield Gardens; and (2) Councillor John Forder from Hound Parish Council spoke with regards to Priory Road / St Edwards Road.)

Presentation on Planning Guidelines

Minutes:

Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Planning Application - Abbey Fruit Farm, Grange Road, Netley Abbey, Southampton, SO31 5FF pdf icon PDF 916 KB

Outline application for residential development of 93no. dwellings with associated footway over railway bridge and access from Grange Road, following demolition of existing commercial buildings (all matters reserved except for access and layout). This application is a Major Development and a departure from the Development Plan (Ref O/16/79466).

Minutes:

The Committee considered the report of the Head of Development Management (Agenda item 8) concerning an outline application for residential development of 93no. dwellings with associated footway over railway bridge and access from Grange Road, following demolition of existing commercial buildings (all matters reserved except for access and layout).(Ref: O/16/79466).

 

The Committee was advised that (a) one further third party letter of objection was received raising concerns in relation to the proximity of the development to the nearby landfill site, the potential for contamination, additional traffic and air pollution on Hamble Lane, impacts on local infrastructure, and facilities; and (b) further correspondence was received from Hampshire County Council Highways in relation to the proposed footway. This confirmed that the Highway Authority was satisfied that the scheme included in the planning application was shown to safely cater for all road users, whilst retaining sufficient width for two-way flows across the bridge. It also advised that it would not be feasible to introduce shuttle working traffic signals due to low levels of recorded traffic, forecast pedestrian flows, and assumptions about wider demand.

 

RESOLVED -

 

To delegate to the Head of Development Management in consultation with the Chair and Vice-Chair of Bursledon, Hamble-le-Rice and Hound Local Area Committee and Local Ward Members to GRANT OUTLINE PERMISSION subject to:

 

(1)         The receipt of satisfactory protected species surveys and sustainable drainage information;

 

(2)         A subsequent Habitat Regulation Assessment screening to confirm no significant likely impacts on European designated sites would occur as a result of the development;

 

(3)         Any further conditions in relation to these matters;

 

(4)         The applicants entering into a Section 106 Agreement to secure the required planning obligations and affordable housing;  

 

(5)       The recommended conditions and reasons as set out in the agenda; and

 

(6)         Future reserved matters applications, in relation to scale, appearance and landscaping, coming back to Bursledon, Hamble-Le-Rice and Hound Local Area Committee for determination.

 

(NOTES: (1) 3 members of the public, Councillor John Forder and Councillor Maureen Queen from Hound Parish Council spoke in objection to the application citing the intrusion of 2.5 and 3 storey houses and the safety of the footway over the bridge; (2) the agent spoke in support of the application; and (3) Cllr Airey requested that Local Ward Members and Hound Parish Council be party to the discussions concerning the finalisation of the details of the footway and associated highway works as part of the S278 agreement process and that officers make representation to Hampshire County Council, as the Highway Authority, to this effect).

The Head of Legal and Democratic Services to report:-

 

(a)          that the following appeals have been lodged:-

 

Waterside, 57 Coach Road, Hamble, Southampton, SO31 4LA -  Appeal against refusal of retrospective application for the retention of 2m high double gates and wall along front and side boundaries and partial variation of condition 1 of planning permission (Ref. F/13/72898).

 

This was a LAC decision.

 

Land to the east of Grange Road, Netley Abbey, Southampton – Appeal against refusal of Outline: Residential development of up to 230 dwellings, including allotments and public open space, with associated means of access off Woolston Road with other matters reserved (Ref. O/15/76147).

 

This was a LAC decision.

 

(b)          that the following appeal has been dismissed:-

 

Ramcrest, Lowford Hill, Bursledon, Southampton, SO31 8ER – Appeal against the Council’s refusal: Development of a single storey extension with a pitch roof and single storey rear extension with a flat roof and atrium (Ref. F/16/78431).

 

This was a delegated decision.

(a)  That the following appeal had been lodged:-

 

11 Cranbury Gardens, Bursledon, Hampshire, SO31 8FB –  Appeal against the Council’s refusal to grant planning permission for the erection of 1no. 3 bed bungalow with detached single garage and associated car parking (Ref F/15/77669).

 

This was a delegated decision.

 

(b)  That the following appeal had been dismissed:-

 

1 Old Bridge House Road, Bursledon, SO31 8AJ – Appeal against the Council’s refusal to grant outline planning permission for the erection of dwelling following demolition of a garage (Ref O/15/77275)

 

This was a delegated decision.
