Community Investment Programme and Revenue Budget Projects DOTX 37 KB

Minutes:

Matt Blythe, Local Area Manager for Bursledon, Hamble-le-Rice and Hound, reported the following:

 

Netley Skip Day

 

Members were asked to note that £410 was agreed from the revenue reserve to pay for the skip hire during the summer holiday which allowed local residents to dispose of unwanted items from their properties.

The scheme was led by Vivid Homes Housing Association whom supplied the second skip and also provided Netley residents with housing advice.

 

Hamble Valley Festival of Food

 

The event, which was held on the 2 September 2017, was a vibrant occasion which brought the local community together.

The festival was very well attended and brought in significant revenue to the local food and drink economy. £500 from the revenue reserve was used to support this.

 

Parent Support Advisor

 

The Committee had previously contributed £6,000 towards the full time post of Parent Support Officer based at Hamble School. Unfortunately, earlier this year a decision was taken by the schools to withdraw the funding and the post ceased to exist in August 2017. The unspent £3,000 for the 2017/18 could be reallocated to possible alternative provision aimed at support for families in the locality. Members wanted to record their gratitude for the contribution Alison Horsley made as Parent Support Advisor in the Bursledon, Hamble and Hound area.

Presentation on Planning Guidelines

Minutes:

Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Planning Application - Land at Satchell Lane, Hamble-le-Rice, Southampton, SO31 4HP. DOCX 294 KB

Outline application: development of up to 70 dwellings with associated access, public open space, landscaping and amenity areas (all matters reserved except for access) (Ref.O/17/80319).

The Committee considered the report of the Head of Development Management (Agenda item 7) concerning an outline application for development of up to 70 dwellings with associated access, public open space, landscaping and amenity areas all matters reserved except from access (Ref: O/17/80319).

Additional Consultation responses

 

Additional consultation response had been received from the Council’s Biodiversity Officer confirming that no objection was raised to the submitted protected species surveys for bats and dormice, subject to conditions.

Further correspondence and supporting information had been received from the Agent in response to the recommended reasons for refusal as set out in the Agenda.

 

Additional information

 

Members were updated on an additional recent appeal decision received by the Council for Land West of Bubb Lane, West End and the findings of the Planning Inspector.

 

RESOLVED -

 

That permission be REFUSED for the reasons set out in the report .

 

(NOTE: Four local residents and one Parish Councillor spoke in objection to the application, citing a number of concerns including drainage, dangerous site access, detrimental effect on traffic movement in the area, inadequate public transport provision, negative impact of the proposal on local schools and doctor surgeries and loss of countryside.)

Planning Application - 100 Station Road, Netley Abbey, Southampton, SO31 5AJ DOCX 232 KB

Construction of 6no. three bedroom, 1no. four bedroom and 2no. five bedroom dwellings with associated parking, garages and amenity space, following demolition of former club building (F/17/80123).

The Committee considered the report of the Head of Development Management (Agenda item 8) concerning an application for construction of 6no. three bedroom, 1no. four bedroom and 2no. five bedroom dwellings with associated parking, garages and amenity space, following the demolition of former club building (F/17/80123).

 

RESOLVED -

 

That permission be GRANTED subject to;

(1)       The recommended conditions and reasons; and

(2)       The securing of planning obligations towards community infrastructure, off-site affordable housing, public open space and play  provision, Solent Recreation Mitigation Partnership and Traffic Regulation Orders.

 

(NOTES: One Parish Councillor spoke in objection to the application citing a number of issues including overdevelopment and dangerous access. The applicant’s agent spoke in support of the application).

Planning Application - Deacons Boatyard ,Bridge Road, Bursledon, Southampton, SO31 8AZ DOCX 861 KB

Reconfiguration of A,B & C pontoons and installation of public access pontoon (Ref. F/17/80845).

Minutes:

The Committee considered the report of the Head of Development Management (Agenda item 9) concerning an application for the reconfiguration of A,B and C pontoons and installation of public access pontoon (Ref.F/17/80241).

 

Members of the Committee were concerned that the reconfiguration of pontoons would lead to loss of navigational channel through Deacons Marina and also loss of a section of publically accessible open river and would thus pose a danger to navigational safety to smaller craft and other vessels.

 

RESOLVED –

 

That permission be REFUSED for the reason set out below:

 

The proposal would constitute development of the river that encloses an area of navigable water resulting in the loss of an open recreational area which would be detrimental to public amenity and contrary to Saved Policy 156.OS of the Eastleigh Borough Local Plan Review (2001-2011).

 

(NOTE: (a) Two residents spoke in objection to the application citing following reasons: proposed siting of pontoons posing danger to smaller crafts; loss of public access and detrimental effect on the navigation of vessels on the river. (b) The applicant’s agent and one local resident spoke in support of the application. (c) Councillors Lear, Lizette Van Niekerk and Airey voted in support of the application; Councillors Craig, Rich and Holes voted to refuse. This was not a recorded vote. Application was refused because Councillor Craig had the casting vote as Chair.)

1 St Edwards Road, Netley Abbey, Southampton, SO31 5FG. Appeal against the Council’s non-determination for a planning application for erection of 1no. 2 bedroom dwelling with associated parking and amenity space,(Ref.F/17/80241).

 

This was a Delegated Decision.

 

     

 

(b)          that the following appeals have been allowed:-

Oakdale, Long Lane, Bursledon, Southampton SO31 8DA. Appeal against the Council’s refusal for an application for the development proposed is described as a new hobby workshop / garage, with single roller door and window to front elevation, (Ref. F/16/79743).

This was a Delegated Decision.

 

Amokura House, Bridge Road, Bursledon, Southampton, SO31 8AL. Appeal against the Council’s refusal for an application for a 2 storey rear extension.(Ref. F/16/79284).

This was a Delegated Decision.

 

(c)          that the following appeals have been dismissed:-

 

15 Bridge Close, Bursledon, Southampton, SO31 8AN.Appeal against Council’s decision to refuse an application for a replacement rear extension and raised roof to form additional accommodation.(Ref. F/17/79921)

This was a delegated decision.

 

44 & 46 Woolston Road, Netley Abbey, SO31 5FQ. Appeal against Council’s decision to refuse an application for a two storey rear extension to No 46 and a two storey rear and side extension to No 44.

(Ref F/16/79235).

This was a delegated decision.

 

1 Latelie Close, Netley Abbey, Southampton, SO31 5AG. Appeal against Council’s decision to refuse an application for works under Tree Preservation Orders to fell 1no. Lime tree.(Ref. T/16/79291).
