That the Minutes of the meeting held on 02 November 2017 be confirmed and signed by the Chair as a correct record.

Public Participation

Minutes:

Paula Sanderson from PA Business Services for Small Business Management Advice, spoke in regards to big load movements through Hamble. Big loads carrying large boats and yachts were damaged while trying to negotiate traffic, due to overhanging vegetation in Hamble Lane.

Members assured her that Hampshire County Council would be liaised with, in order to find a solution to this problem. The Chair of the Local Area Committee and Local Area Manager would also discuss the issue at the time of their next meeting.

 

Bob Llewellin representing Hamble Conservation Volunteers drew attention to the quickly deteriorating Hamble Anti-aircraft gun emplacement on Hamble Common. The concrete structure, on which the gun was positioned, was collapsing and some urgent action was required.

 

Members of the Committee replied that they understood the issue and the site was now fenced off in order to secure public safety. With regards to any future works to be carried out on site, this would be a major project that would need significant resources. The site was being monitored and an update would be provided when details of further action were known.

Councillor David Airey declared a Non Pecuniary Interest in agenda item 7, Planning Application - Land adjacent The Roll Call, Netley Abbey, Woolston Road, SO31 5FJ, because he was a neighbour.

 

Councillor Tonia Craig declared a Non Pecuniary Interest in agenda item 7, Planning Application - Land adjacent The Roll Call, Netley Abbey, Woolston Road, SO31 5FJ, because she worked on adjacent sites with the applicant around 2010.

Minutes:

Matt Blythe, Local Area Manager for Bursledon, Hamble-Le-Rice and

Hound, reported the following:

 

Cricket Activity Camp – Current Cricket Activity Camp facilities were dilapidated and required renovation. The improvement works on site required that £40,000 of the allocated contributions would be released to carry out necessary works.

 

Community Grants – The Priory Church of St. Andrew the Apostle had requested a grant of £100 towards the annual Christmas carol service on Christmas Eve.

 

The Local Area Manager also reported on the list of works that the Committee had  funded or promoted in the past twelve months.

 

RESOLVED –

(1)         That the release of £40000 of Developer’s Contributions to carry out the necessary works in the Cricket Activity Camp be approved but any further funds to be released to be brought to the Committee for approval; and

 

(2)         That the allocation of £100 Community Grant towards the Christmas carol service be approved.

Presentation on Planning Guidelines

Minutes:

Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Planning Application - Land adjacent The Roll Call, Netley Abbey, Woolston Road, SO31 5FJ DOCX 214 KB

Erection of 1no. chalet bungalow, following removal of existing structures & change of use from B8 (storage) & D2 (recreation) to C3 (residential dwelling).(F/17/80875).

Minutes:

The Committee considered the report of Head of Development Management (Agenda Item 7) concerning the erection of 1no. chalet bungalow, following removal of existing structures and change of use from B8 (storage) and D2 (recreation) to C3 (residential dwelling).(F/17/80875).

 

The Committee was advised that there were no further updates.

 

RESOLVED –

 

That application be REFUSED for the following reasons:

 

(1)         The proposal represented an inappropriate and unjustified form of development beyond the built-up area which would cause an urbanising impact on the designated countryside and would physically and visually diminish the Southampton - Hedge End/Bursledon/Netley Strategic Gap where it extended between the settlements of Bursledon and Netley. As such the proposal was contrary to Saved Policies 1.CO, 2.CO, 18.CO and 59.BE of the Eastleigh Borough Local Plan Review (2001-2011), Policies S1, S9 and DM1 of the Submitted Eastleigh Borough Local Plan (2011-2029) and guidance contained within the National Planning Policy Framework.

 

(2)         The application failed to secure mitigation against recreational pressure impact from the development on the Solent and Southampton Water Special Protection Area. As such the proposals were contrary to the Conservation of Natural Habitats and Species Regulations 2010, Policy DM9 of the Submitted Eastleigh Borough Local Plan (2011-2029) and guidance within the National Planning Policy Framework.

He left the room after public participation on the item, and did not vote thereon. b) Councillor Tonia Craig declared a Non Pecuniary Interest in agenda item 7, Planning Application - Land adjacent The Roll Call, Netley Abbey, Woolston Road, SO31 5FJ, because she worked on adjacent sites with the applicant around 2010. She remained in the room and voted thereon. c) The applicant spoke in support of the application.)
