To consider the Minutes of the meeting held on 23 November 2017.

Minutes:

 

Local Area Manager, Matt Blythe, updated the Committee on large boat movements on Hamble Lane. Hampshire County Council was contacted last year and conducted a survey of trees along Hamble Lane. They report that trees managed by the County met the required standards.  It was felt that any issues may be due to trees on private land.  The County provided a web-link to report trees causing concern as they have powers to take action if necessary.  Mr Blythe advised that he would be happy to report them but given the detailed knowledge of the person who raised the issue, it may be better for them to do it.

 

RESOLVED -

 

That the Minutes of the meeting held on 23 November 2017 be confirmed and signed by the Chair as a correct record.

Public Participation

Minutes:

Hamble Parish Councillor Sally Scofield asked for the vehicle activated electronic speed sign to be located by The Hamble School as a speed calming measure. Local Area Committee members requested that the list of timings for the sign would be presented to them once they were known.

Members are invited to declare interests in relation to items of business on the agenda.  Any interests declared will be recorded in the Minutes.

41.

Community Investment Programme and Revenue Budget Projects and General Update pdf icon PDF 108 KB

Minutes:

Consideration was given to the report of the Local Area Manager (Agenda Item 5) that contained recommendations for expenditure from the Committee’s capital and revenue budgets.

 

This report detailed a number of projects and schemes to improve the prosperity, environment and wellbeing of residents in the Bursledon, Hamble-le-Rice and Hound area. The Local Area Committee’s support was sought to enable their implementation.

 

RESOLVED –

 

(1)         That the allocation of £50,000 of Developers Contributions for improvement works to Coronation Parade, Hamble be approved;

 

(2)         That the payment of £135 from revenue reserves for the repair of a fence be noted;

 

(3)         That the payment of £120 from revenue reserves for the provision of a mobile dog fouling warning sign for use within the area be noted;

 

(4)         That the payment of £200 to Hamble le-Rice Parish Council from revenue reserves towards Christmas events be noted;

 

(5)         That the payment of £200 to Hound Parish Council from revenue reserves towards Christmas events be noted; and

 

(6)         That £364 of previously allocated Developer Contributions to Coronation Parade be reallocated.

(Note: Cllr Cross requested that these contributions be allocated to the installation of dragon’s teeth by Westfield Common / Coach Road in order to protect the grass verge from cars parking on it.  The Chair requested that this proposal be brought to the next Local Area Committee meeting for approval.)

 

 

BHH Updates

The Committee noted the list of works that it had funded or promoted in the past 12 months.

Presentation on Planning Guidelines

Minutes:

There was no presentation on guidelines as both planning items on the Agenda were deferred.

Residential development of up to 200 dwellings, associated open space, landscaping, amenity areas and infrastructure means of access from Providence Hill. (All matters reserved except for access) (Ref. O/17/81166).

Planning Appeals

The Head of Legal and Democratic Services to report:-

 

(a)          that the following appeal has been allowed:-

The Lanterns, 9 Satchell Lane, Hamble-le-Rice SO31 4HF. Appeal against Council’s decision to refuse the planning permission for the development of ground and first floor extensions to existing chalet bungalow. (Ref.H/17/80676).

 

This was a delegated decision.

 

(b)          that the following appeals have been dismissed:-

1 St. Edwards Road, Netley Abbey, Southampton. Appeal against the Council’s decision to refuse planning permission for the erection of 2-bedroom dwelling house. (Ref.F/17/80241)

 

This was a delegated decision.

 

Riverside Caravan Park, Satchell Lane, Hamble-Le-Rice SO31 4HR. Appeal against the Council’s failure to give notice within the prescribed period of a decision on an application for planning permission following the failure of the applicant to submit further information, plans, drawings or other evidence required by a direction made by the local planning authority under section 62 of the Town and Country Planning Act 1990 and Regulation 4 of the Town and Country Planning (Applications) Regulations 1988.(Ref. F/17/80285)

The development proposed was for change of use of land to residential caravan park.

 

This was a delegated decision.
