RESOLVED -

 

That the Minutes of the meeting held on 21 September 2017 be confirmed and signed by the Chair as a correct record.

Public Participation

Minutes:

Hound Parish Councillor Mrs Maureen Queen made an announcement to the Committee, informing that Dr Brian Foster whom set up the Blackthorn Health Centre, had sadly passed away.

Community Investment Programme ,Revenue Budget Projects and General Update. pdf icon PDF 256 KB

Minutes:

Matt Blythe, Local Area Manager for Bursledon, Hamble-Le-Rice and Hound, reported the following:

 

Cricket Activity Centre – There had been ongoing negotiations with the Hampshire County Council regarding the lease of the premises which was coming to a close as a new boiler was needed. The cost of the replacement boiler was £2,000.

 

Hamble Point Gun Emplacement - Eastleigh Borough Council had been informed that due to the risk to public safety, the monument needed to be fenced off. It was necessary to erect the fence and signage around the site urgently. The Committee was asked to approve the funding of £18,100.51 of Developer’s Contribution to cover the costs of the works.

Councillor Tonia Craig notified the Committee that an email from the contractor was received, informing the Council that works on the fencing were to start from 13 November 2017.

 

Hamble Car Parking Charges – As it had been three years since the last car parking charges increase. It should be noted that the correct amounts of the increases are as follows:

RESOLVED –

 

(1)  That the release of £2000 of Developer’s Contributions to replace the boiler in the Cricket Activity Camp be approved; and

(2)  That the allocation of £18,000 Developer’s Contributions to install secure fencing around the Hamble Point Gun

Emplacement agreed using urgency powers be approved; and

(3)  That the car park charges in Hamble as set out in the above table be approved.

Presentation on Planning Guidelines

Minutes:

Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Planning Application - 4 New Road, Netley Abbey, Southampton, SO31 5DL. DOCX 324 KB

Erection of two storey side extension (including constructed single storey extension) (Ref.F/17/80352).

Minutes:

The Committee considered the report of the Head of Development Management (Agenda Item 8) concerning the application for the erection of a two storey side extension (including constructed single storey extension);(Ref.F/17/80352).

 

The Committee was advised that there were no further updates.

 

RESOLVED –

 

That permission be REFUSED for the reasons set out below:

 

REFUSE on the grounds of mass, scale and impact upon the street scene and character of the area. Wording to be delegated back to Head of Development Management in consultation with the Chair and Vice Chair.

 

(NOTE: Two local residents and one Hound Parish Councillor spoke in objection to the application citing following reasons: Overdevelopment, possible further change of use to a House of Multiple Occupancy), loss of amenity space and negative impact on the street scene.)

Planning Application - 28 Crowsport, Hamble-Le-Rice, Southampton, SO31 4HG. DOCX 267 KB

Construction of 1no. 5 bedroom two storey dwelling with first floor roof terraces and associated landscaping and car parking, following demolition of existing three bed single storey dwelling. (Ref.C/17/80337).

Minutes:

The Committee considered the report of the Head of Development Management (Agenda Item 10) concerning the construction of 1no. 5 bedroom two storey dwelling with first floor roof terraces and associated landscaping and car parking, following demolition of existing three bed single storey dwelling. (Ref.C/17/80337).

 

The Committee was advised that there were no further updates.

 

RESOLVED –

 

That permission be GRANTED subject to the recommended conditions and reasons set out in the report.

Planning Application - 28 Crowsport, Hamble Le Rice, Southampton, SO31 4HG. DOCX 260 KB

Conservation area consent: Demolition of existing dwelling.

(Ref. D/17/80338).

The Committee considered the report of the Head of Development Management (Agenda item 9) concerning an application for a Conservation area consent for the demolition of existing dwelling. (Ref: D/17/80338).

 

The Committee was advised that there were no further updates.

 

RESOLVED -

 

That permission be GRANTED sybject to the recommended conditions and reasons set out in the report.

Planning Appeals

The Legal Services Manager to report:-

 

(a)          that the following appeal has been lodged:-

Riverside Caravan Park, Satchell Lane, Hamble-Le-Rice, Southampton, SO31 4HR.

Appeal against the Council’s non-determination and non-validation within time for a planning application for a change of use of land for residential caravan park (Ref.F/17/80285).

 

This was a Delegated Decision.

     

 

(b)          that the following appeal has been withdrawn:-

 

Land to the East of Grange Road, Netley Abbey, Southampton , SO31 5FE.

Appeal against the Council’s refusal of an application for residential development of up 230 dwellings, including allotments and public open space, with associated means of access off Woolston Road with other matters reserved, (Ref O/14/75435).

 

This was a Local Area Committee decision.
