Chair's Announcements

Minutes:

The Chair welcomed the new Local Area Manager, Julie Williams. Thanks were given to staff for all of their continued hard work and to the community for coming together and helping those in need during the Covid-19 pandemic.

Public Participation

Councillors not on the Local Area Committee and members of the public can participate during this section of the meeting in the following ways:

 

·  If you are able to participate live (meet the technical requirements) and wish to be present and speak, you will need to notify Democratic Services 4 working days (Midday Friday 5 June 2020) before the meeting. Technical and etiquette guides will be provided.

·  Alternatively, the public can email a statement to be read out by ‘the spokesperson’.  Emailed statements will need to be received 2 working days (Midday Tuesday 9 June 2020) before the date of the meeting. Democratic Services will confirm receipt of the email and confirm it can be read out.

·  The statement (including questions) will be the equivalent of a maximum of three minutes if read out.  Please therefore restrict your statement to one side of A4 (12 font).  This applies audio/ video recordings also.

·  Alternatively a MP4 file will be sent to Democratic Services 4 working days (Midday Friday 5 June 2020) before the meeting.  This must be accompanied by a written transcript (emailed). In the event that the file does not meet technical requirements the transcript will be read by the spokesperson and shown on the screen.

The Committee considered the report of the Local Area Manager (Agenda Item 6) concerning appointments to regulatory panels and outside bodies. It was noted that Councillor Airey retired from Hamble Community School last year and was replaced by Councillor Manning.

 

RESOLVED –

 

That the Committee approved:

 

(1)  the nominations for 2020-21 municipal year appointments to regulatory panels and other groups as set out in paragraph 5; and

(2) the proposed nominations for 2020-21 municipal year appointments to Outside Bodies, as set out in appendix A.

Minutes:

The Committee considered a report by the Local Area Manager (Agenda Item 7) that set out the recommendations for expenditure from the Committee’s developer contributions and revenue budget.

 

RESOLVED –

 

That the Committee approved:

 

(1)  £12,500 was allocated towards the Air Quality strategy in Bursledon, Hamble-Le- Rice and Hound (BHH) funded from Developers Contributions;

 

(2)  £4,925 was allocated for enhancement to the Bursledon Station Car Park funded by Developers Contributions;

 

(3)  £3,095 was allocated for repair to the ‘Rail Trail’ in Hamble funded by existing revenue budget;

 

(4)  £1,080 was allocated for new bins in Hamble Square, funded by existing revenue budget.

 

(5)  £210 was allocated for replacement Dragons Teeth at Bembridge funded from existing revenue budget;

 

(6)  £360 was allocated for a replacement bin in Cunningham Gardens funded from existing revenue budget; and

 

(7)  £965 was allocated from the Community Grants Revenue Budget to Growfest (£300) and Hamble Parish Council (£665) funded from revenue budget.

Presentation on Planning Guidelines

Minutes:

A short pre-recorded presentation was given on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Planning Application -14A CROWSPORT, HAMBLE-LE-RICE, SOUTHAMPTON, SO31 4HG - H/19/86984 pdf icon PDF 1 MB

Erection of a new first floor extension with roof terrace, front and side extensions, alterations to fenestration, alterations to landscape, car parking layout and front boundary treatment.

 

Minutes:

The Committee considered the report of the Head of Housing and Development (Agenda item 9) concerning an application for the erection of a new first floor extension with roof terrace, front and side extensions, alterations to fenestration, alterations to landscape, car parking layout and front boundary treatment. (Ref: H/19/86984).

 

The Head of Housing and Development gave the following updates:

 

·  Amended plans received clarifying boundary treatment along the southern boundary of the site and height of neighbouring properties added for contextual clarity.

·  Condition 1 to be updated to refer to revised plan number.

 

RESOLVED -

 

That planning permission be granted.

 

[NOTES: (A) Four local residents spoke in objection to the planning application citing concerns over the potential of setting a precedent for three storey buildings, properties being overlooked, possible noise from the roof entertaining area, scale of the property and loss of light in neighbouring house; and (B) the applicant’s agent spoke in support of the application stating that the property had been tailored to limit concerns and designed in accordance with the local planning policy.]

The Head of Legal Services to report:-

 

(a)  that the following appeals have been lodged:-

 

4 New Road, Netley Abbey, SO31 5DL.

 

Appeal against the Council’s enforcement action that without planning permission, a single storey side extension exceeding 4 metres in height and including a canopy protruding beyond the principal elevation has been erected (EA/20/87821).

 

Fairport House, Lands End Road, Bursledon. SO31 8DN

 

Appeal against the Council's refusal of planning permission for removal of condition 2 and variation of condition 7 of application C/16/78768 to allow retention of partial change of use of ground floor of existing outbuilding to B1(a) office use (X/19/85436). 

 

(b)  that the following appeals have been allowed:-

 

Land at the corner of Peewit Hill and West End Road, Bursledon, SO31 8BL

 

Appeal against the Council’s refusal to grant planning permission to keep the gates on the Peewit Hill entrance (F/18/84421)

 

(c)  that the following appeals have been dismissed:-

 

Land at the corner of Peewit Hill and West End Road, Bursledon, SO31 8BL

 

Appeal against the Council’s enforcement notice citing the alleged breach of planning control that without permission, a siting of a container on the site (EA/19/8603).
