RESOLVED -

 

That the Minutes of the meeting held on 16 November 2016 be confirmed and signed by the Chair as a correct record.

Declarations of Interest

Members are invited to declare interests in relation to items of business on the agenda.  Any interests declared will be recorded in the Minutes.

Minutes:

Councillor Pamela Holden-Brown  declared a Disposable Pecuniary Interest in agenda item 8 , Planning Application – 2 Hoveton Grove, Chandler’s Ford, Eastleigh, SO53 1QQ because she shares a boundary fence with the applicants.

 

Councillor David Pragnell Brown a Disposable Pecuniary Interest in agenda item 10 , Planning Application – 29 Kingsway, Chandler’s Ford, Eastleigh, SO53 2FG because he lives at the neighbouring property.

Chairman's report

Minutes:

Councillor Pamela Holden-Brown welcomed everyone to the first meeting in 2017 of the Chandler’s Ford and Hiltingbury Local Area Committee by wishing everyone a happy and healthy New Year.

Minutes:

The Local Area Manager presented the report outlining the decisions of the Members working group which holds regular progress meetings to consider schemes and urgent matters in the local area. Available resources are examined and allocated where appropriate.

 

The Bid for Hocombe Mead was submitted which required a matched funding of 20% of the total cost to be provided by the Committee. Members wanted to know what would happen in case the Bid proved to be unsuccessful (bid outcome would be known in February/March). Local Area Manager explained that if the bid was not to go ahead, all of the funds allocated to it already would be transitioned to other schemes requiring funding.

 

Members also welcomed the support of the local community received by Park Sport and Think Safe projects.

 

RESOLVED –

 

That the report be noted.

6.

Presentation on Planning Guidelines

Minutes:

Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Single storey front extension Ref. (F/16/79444).

 

Minutes:

The Committee considered the report of the Head of Development Management (Agenda item 8) concerning an application for a single storey front extension. (Ref: F/16/79444).

 

The Committee was advised that there were no updates or further representations.

 

RESOLVED -

 

That permission be GRANTED.

 

(NOTES: Councillor Pamela Holden-Brown declared a Disposable Pecuniary Interest in the application and left the room and did not vote thereon.)

Planning Application - Land to rear of 77 Hocombe Road Chandler's Ford Eastleigh SO53 5QA pdf icon PDF 383 KB

Erection of 1no. 2 bed bungalow with associated bin and cycle storage with access off Nichol Road (Ref. F/16/79575).

Minutes:

The Committee considered the report of the Head of Development Management (Agenda item 9) concerning an application for an erection of 1No. Two bedroom bungalow with associated bin and cycle storage with access off Nichol Road. (Ref.F/16/79575).

 

The Committee was advised of the following updates:

 

- Tree Services Manager raised an objection on grounds of insufficient information to demonstrate no adverse impact upon the adjacent protected Oaks.

 

There were no further representations received.

 

 

 

RESOLVED -

 

That permission be  REFUSED .

 

(NOTES: Two residents spoke in objection to the application citing an adverse effect on the trees on site, scale and appearance of the proposed development).

The Committee considered the report of the Head of Development Management (Agenda item 10) concerning an application for first floor rear extension including enlarged dormers to side elevations. (Ref. F/16/79640).

 

No updates or representations were received.

That permission be REFUSED.

 

(Councillor David Pragnell declared a Disclosable Pecuniary Interest in the agenda item, left the room and did not vote thereon. The applicant spoke in support of the application.)
