That the Minutes of the meeting held on 13 September 2017 be confirmed and signed by the Chair as a correct record.

Minutes:

Councillor Alan Broadhurst declared a Non Pecuniary Interest in agenda item 8, Planning Application - Hiltingbury Recreation Ground, Hiltingbury Road Chandler's Ford, because he was the Vice Chair of Chandler's Ford Parish Council and on the Asset Management Committee.

 

Councillor Judith Grajewski declared a Non Pecuniary Interest in agenda item 8, Planning Application - Hiltingbury Recreation Ground, Hiltingbury Road Chandler's Ford, because she was a Chandler's Ford Parish Councillor.

 

Councillor Margaret Atkinson declared a Non Pecuniary Interest in agenda item 8, Planning Application - Hiltingbury Recreation Ground, Hiltingbury Road Chandler's Ford, because she was is the Chair of Chandler's Ford Parish Council.

 

Councillor Michael Hughes declared a Non Pecuniary Interest in agenda item 8, Planning Application - Hiltingbury Recreation Ground, Hiltingbury Road Chandler's Ford, because he was a Chandler's Ford Parish Councillor and the Asset Management Committee Chairman.

Public Participation

Chairman's report

Minutes:

The Chair welcomed the refurbishment of the Dove Tail Centre. The Dovetail Centre had recently been fully refurbished and had new carpeting, chairs, tables and new lighting. Hocombe Mead - an area of historic woodland and meadow, situated between Ashdown Road and Hocombe Road, under the ownership of Eastleigh Borough Council had all of the board walks replaced.  The Chair was very pleased with this development and wanted to thank Rachel Hardy – Countryside manager, for all her involvement in the project.

Local Area Manager's Report

Minutes:

Min Partner, Local Area Manager for Chandler’s Ford and Hiltingbury, delivered her report. She told the Committee that she recently attended an event organised by the University of the Third Age at which she met with various community groups. She was also involved in the implementation of the Future Eastleigh reorganisation at Eastleigh Borough Council. Local Area Manager reported that she was co-working with the Youth Work Team, who were concentrating on tackling the Anti-social behaviour around the Fryern Arcade. She also met with the Chandler’s Ford Parish Council. A recent meeting with the Centrestage Productions Youth Theatre also took place. The planned repairs to the weir at Hiltingbury Lakes had been delayed. Local Area Manager told the Committee that the “Fees and charges” report would be coming to the Committee in January.

Presentation on Planning Guidelines

Minutes:

Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Planning Application - Hiltingbury Recreation Ground, Hiltingbury Road Chandler's Ford DOCX 322 KB

Partial demolition, refurbishment and extension to existing sports pavilion including provision of additional car parking facilities and construction of temporary car park. (Ref.F/17/80958)

Minutes:

The Committee considered the report of the Head of Development Management (Agenda item 8 ) concerning an application for partial demolition, refurbishment and extension to existing sports pavilion including provision of additional car parking facilities and construction of temporary car park. (Ref: F/17/80958).

 

The Committee was advised that there were no new representations and no additional consultee responses.

 

RESOLVED -

 

That permission be GRANTED (as set out in the committee report) subject to an additional condition requiring details and layout of the final permanent car park extension to be agreed at a later date. Exact wording to be delegated back to Head of Development Management, Chair, Vice Chair and Cllrs Atkinson, Mrs Broadhurst and Grajewski.   

 

(NOTES: a)Three local residents spoke in objection to the proposal citing the following reasons:

The proposed car parking being unsafe, negative impact on road traffic, risk on anti-social behaviour resulting from extending the car parking; b) Chandler’s Ford Parish Councillor – Tony Scott spoke in support of the proposed development c) Chandler’s Ford Parish Councillor – James Duguid and two local residents made neutral comments in regards of the application; d) Councillor Michael Hughes declared an interest in the item and left the room; e) Councillors Grajewski, A.Broadhurst and Atkinson declared an interest in the item, took part in the discussion and voted on the item)
