Declarations of Interest

Members are invited to declare interests in relation to items of business on the agenda.  Any interests declared will be recorded in the Minutes.

43.

Public Participation

Minutes:

Two residents of The Deanery, Chandler’s Ford, told the Committee of the issues they had relating to The Hiltingbury Farmhouse – a public house which had reopened last year at The Deanery.

 

The car park used by the public house was a community facility and had seventeen allocated parking spaces. As the public house was gaining popularity, the amount of parking spaces was becoming inadequate thus increasing the amount of cars parked on the roads in the vicinity. This in turn had a negative effect on road safety. The outside area of the pub (roofed patio) created light pollution and adversely affected the adjacent properties.

Residents requested that Members present at the meeting look into issues they raised.

 

Local Area Manager – Min Partner, reassured the residents that the relevant department at the Council was looking at how it could support the residents and it would also liaise with the public house landlord.

 

Councillor Judith Grajewski told the Committee that Hampshire County Council was marking out the bus stop on North Millers Dale to make it more secure.

44.

Chairman's report

Minutes:

The Chair of the Committee was sad to report that former Councillor, Andrew Cossey had passed away on the 8 March 2018. He was first elected to the Borough Council  representing the Fair Oak and Horton Heath ward from 1994-2002 and again from 2012-2016.  He was also a serving member of Fair Oak and Horton Heath Parish Council.

 

The Chair attended the Hiltingbury Community Association’s Annual General Meeting which was reasonably well attended.  The future was looking promising for the Association.

 

Finally the Chair wished the best to everyone standing in the Borough Council elections coming up in May this year.

Consideration was given to a report of the Area Manager (Agenda Item 6), which outlined that the fees and charges for Council services were reviewed on a regular basis.  In accordance with the Budget Strategy approved by Cabinet in October 2017, fees and charges levied by the Council were being reviewed with the intention of increases being introduced with effect from April 2018 where possible.

 

RESOLVED –

 

That the Cemeteries fees and charges be approved to come into effect from 1 April 2018.

(a)         The Local Area manager presented a report containing recommendations for expenditure from the Committee’s capital and revenue budgets.

 

RESOLVED – That the expenditure be agreed; with the amendment in point 9 of the expenditure, namely that the funding towards the maintenance work at Cuckoo Bushes be reviewed by the Working Group and a recommendation made to Committee on an annual basis.

 

(NOTE: Councillor Grajewski asked that the Committee check that the funding for point 9 of the recommendations could lawfully be allocated to the Committee’s revenue budget from the identified developer contributions.)

 

(b)         The Local Area Committee heard the report of the Local Area Manager from the Working Group which recommended the allocation of £5,000 from the Committee reserves to enable the start-up of a youth group at Fryern Pavilion. The group would run in partnership with Chandler’s Ford Parish Council for a year.

 

RESOLVED – That the expenditure of £5,000 from the Committee revenue budget be approved.

47.

Candle Lodge - Traffic Regulation Order pdf icon PDF 98 KB

Minutes:

The Committee heard the report of the Manager of Transportation and Engineering (Agenda item 8) in regards to a Traffic Regulation Order to introduce new ‘no waiting at any time’ restrictions across the frontage of the Candle Lodge Children’s Home, Bournemouth Road, Chandler’s Ford, Eastleigh SO53 3DL.

 

The report had received one objection.

 

RESOLVED -

 

That ‘No waiting at any time’ restrictions at Candle Lodge Children’s Home, Bournemouth Road. Chandler’s Ford, Eastleigh, SO53 3DL be implemented as shown on drawing TM01/01798/001.

48.

Planning Appeals

The Head of Legal and Democratic Services to report:-

 

that the following appeal had been lodged:-

10 Western Road, Chandler’s Ford, SO53 5DA. Appeal against the Council’s refusal of planning permission for the provision of first floor and new roof, including ground floor extension to rear, and enlargement and re-roofing of existing garage.(Ref. F/17/81184).

 

This was a Delegated Decision.

The Legal Services Manager reported that the following appeal had been lodged:-
