Chairman's report

Minutes:

Before Christmas Councillor Pamela Holden-Brown attended a Dementia Group Party . Presents for attendees were donated by local businesses.

The Chair also attended the meeting of Hiltingbury Community Association. She recommended attending the upcoming Annual General Meeting of the Organisation.

Local Area Manager's Report

Minutes:

Weir and lakes at Hiltingbury.  Appropriate permissions were obtained in January 2018 (it took two months to obtain these permits from the Environment Agency) and repairs to weir were being planned out to be implemented in accordance with the permit. 

 

Site inspection was carried out by Engineer and Countryside staff. The inspections  identified some missing steel posts that sit three metres from the culvert under Kingsway and which were intended to act similarly to a grille to prevent large items going into the culvert. The Local Area Manager had asked that they would be urgently replaced to avoid flooding.

 

The Local Area Manager had also requested that the weir, lake banks and adjacent structures be put onto a corporate annual inspection list.

 

She also asked that the Environment Agency be chased to respond to their responsibilities at this site as it was a river.

 

Planters and hanging baskets.  As the planters and hanging baskets were a great success in 2017, the decision was made that these should be progressed and sources for possible sponsorship were contacted.

 

Fees and charges report.   Members had considered this and asked for additional information regarding pricing and policies.  This information was not available to Members until last week so the report would come to the March Local Area Committee meeting to enable Members to have proper time to consider it in light of the additional details.

Presentation on Planning Guidelines

Minutes:

Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Minutes:

The Committee considered the report of the Head of Development Management (Agenda item 8 ) concerning an application for a two storey side/rear extension (Ref. H/17/81410).

 

The Committee was advised that there were no further updates or representations.

 

RESOLVED -

 

That permission be REFUSED (in line with the reasons for refusal set out in the committee report).

 

(NOTE: One resident spoke in objection to the proposed development citing the scale and mass, overbearing effect on Streetscene, loss of daylight to the neighbouring property. The applicant spoke in support of the development.)

The Committee considered the report of the Head of Development Management (Agenda item 9 ) concerning an application for 1no. Oak (T1) - Crown reduce over No.20 Norbury Close by up to 3m. (Ref.T/17/82155).

 

The Committee was advised that there were no further updates or representations.

 

RESOLVED -

 

That permission be GRANTED (as set out in committee report).

Planning Appeals

The Legal Services Manager to report:-

 

 

(a)          that the following appeal has been allowed:-

 

6 Wellbrooke Gardens, Chandler's Ford .

Appeal made against the Council’s decision to refuse the application for an erection of a single storey garage. (Ref.F/17/79919).

 

This was a Local Area Committee decision.

     

 

(b)          that the following appeal has been dismissed:-

 

59 Merdon Avenue, Chandler's Ford

The appeal made against the refusal of Eastleigh Borough Council to grant consent to undertake work to trees protected by a Tree Preservation Order. (Ref - T/17/79929).

 

This was a delegated decision.
