That the Minutes of the meeting held on 14 March be confirmed and signed by the Chair as a correct record.

There was no public participation on this occasion.

4.

Chairman's report

Minutes:

The Chairman welcomed everyone gathered at the meeting. He reported that ex- councillor Pamela Holden-Brown was recently unwell and had to be admitted to hospital but is now recovering at home. All committee members wished her a speedy recovery.

Minutes:

The Committee considered the report of the Local Area Manager that provided details of matters requiring expenditure relating to the work of this:

 

RESOLVED -

 

(1)         That the allocation of £2,000 fund Park Sport 2018 from this Committee’s reserves be approved; and

(2)         That the allocation of £335 from this Committee’s contingency budget to the replacement of a bin in Alexandra Road, Chandler’s Ford, be approved; and

(3)         That the allocation of £33.40 from developer contributions available for   street furniture items be approved; and

(4)          That the allocation of £463 to fund new and replacement signs for active Neighbourhood Watch groups in Chandler’s Ford and Hiltingbury.

Presentation on Planning Guidelines

Minutes:

Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Planning Application - 28 Malcolm Close, Chandler's Ford pdf icon PDF 658 KB

Retrospective single storey rear extension. (Ref.H/18/82790)

Minutes:

The Committee considered the report of the Head of Development Management (Agenda item 8 ) concerning a retrospective application for a single storey rear extension. (Ref:H/18/82790).

 

The Committee was advised that there were no further updates to the report.

 

RESOLVED -

 

That permission be GRANTED.

 

(NOTES: a)A Neigbour of the applicant spoke in objection citing the overbearing scale of the extension and loss of light to the adjoining property and;b) Applicant’s son spoke in support of the application.)

Planning Appeals

The Legal Services Manager to report:-

 

(a)          that the following appeals have been lodged:-

Appeal against the Council’s refusal of planning permission for Outline: Construction of 1no. 4 bed dwelling with associated amenity space, parking and access from Winchester Road at Land to rear of 239 Winchester Road, Chandler’s Ford, SO53 2DX. (Ref: O/18/80003)

 

This was an LAC decision.

 

Appeal against the Council's refusal of planning permission for the erection of a single storey side/rear extension, replacement bay window to front and enlargement of roof to form half-hipped gable ends with side facing rooflights at 17 Brownhill Road, Chandler's Ford, Eastleigh, SO53 2EB (Ref: H/17/81953).

 

This was a delegated decision.

 

Appeal against the Council’s refusal of planning permission for the felling of 1 x Ash Tree at 26 Keble Road, Chandler's Ford, SO53 3DS (Ref: T/18/82355).

(Ref: F/17/81184)

 

This was a delegated decision.

 

(c)          that the following appeals have been withdrawn:-

Appeal against the Council’s refusal of planning permission to carry out work on protected trees at 231 Hiltingbury Road, Chandlers Ford, Eastleigh, Hampshire, SO53 5NJ. (Ref: T/17/81458)

9.

Motion - Councillor Atkinson

“That this LAC recognises that the rat population in the Borough needs to be properly controlled to prevent health and safety risks to residents.  Consequently this LAC recommends that Eastleigh Borough Council takes immediate steps to introduce a Pest Control policy to ensure that it fulfils its statutory duty under the Prevention of Damage by Pests Act 1949.  Further that Eastleigh Borough Council takes immediate and urgent action to work with other agencies and neighbouring authorities to bring the current rat population in the Chandler’s Ford and Hiltingbury area under control.”

Minutes:

Consideration was given to the motion submitted by Councillor Atkinson.

 

It was proposed that the motion was amended as follows;

(NOTE: Councillor Alan Dowden (Hampshire County Council/ Valley Park Parish Council) spoke in regards of the rat problem. He said that Valley Park was experiencing problems caused due to the rat infestation. He said that all agencies, local councils, county council and private property owners should work together to combat the worsening rat problem).

Motion - Councillor Grajewski

"The Chandler's Ford & Hiltingbury Local Area Committee requests Eastleigh Borough Council's Direct Services department to display stickers on its gardening/maintenance machinery reminding operators of the dangers of strimmers and other equipment to hedgehogs."

Minutes:

Consideration was given to the motion submitted by Councillor Grajewski.

 

The motion was amended to read;

 

"The Chandler's Ford & Hiltingbury Local Area Committee requests Eastleigh Borough Council's Cabinet to display stickers on its gardening/maintenance machinery reminding operators of the dangers of strimmers and other equipment to hedgehogs."

 

The amendment was agreed and therefore voted upon by Councillors.

 

 RESOLVED – That the substantive motion be adopted.

 

 (NOTE : Chris Lassam, a local resident spoke in regards of protection measures aimed at the Hedgehog population in the area.)

Minutes:

Members discussed the possibility of annual reports from outside bodies being submitted to committee for review. Members discussed various options and agreed that the representatives for the outside bodies could bring an annual report to the Committee if they would like to do so.

That appointments to outside bodies for 2018/19 be as follows:

 

Chandler’s Ford Community Association
- Councillor David Pragnell

Hiltingbury Community Association
- Parish Councillor James Duguid

North Millers Dale Community Association

Regulatory Panel - all members of the Committee to be appointed to a pool for all licensing appeals from which any three can be selected.

RESOLVED -

 

(1) That, in pursuance of Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they are likely to involve the disclosure of exempt information as defined in paragraph(s) 3 of Part 1 of Schedule 12A of the Act; and

 

(2)  That, in pursuance of the public interest test, the public interest in disclosing the information contained in the following item of business was outweighed by the public interest in maintaining the exemption.
