Councillor Margaret Atkinson declared a Non Pecuniary Interest in agenda item 10, Planning Application - 15 and 17, Castle Lane, Chandler's Ford, SO53 4AH, because the applicants are known to her in a professional capacity.

The Committee considered the report of the Local Area Manager which

outlined local projects requiring grants and funding .

 

RESOLVED –

 

(1)  That the grant of £500 from this Committee’s Community Grants fund to the Young People’s Wellbeing Service be agreed;

 

(2)  £2,345 from developer contributions to fund 7 new dual function bins for the North Millers Dale estate be agreed; and

 

 

(3)  £8,680 from developer contributions to fund 28 new bins across the Chandler’s Ford and Hiltingbury local area be agreed.

Local Area Manager's Report- Request for funding for Wessex Cancer Trust pdf icon PDF 57 KB

Minutes:

The Committee considered a report of the Local Area Manager which gave a summary of an application for a grant made by Wessex Cancer Trust for the sum of £487.70 intended for staff training.

In considering the grant, Members felt that Wessex Cancer Trust had sufficient funds to support its own training. Grants from the Local Area Committee should prioritise small, local charities which depended on additional funding to operate. It was therefore deemed inappropriate to approve the funding for the grant.

 

RESOLVED – That the application for the grant be refused.

 

7.

Presentation on Planning Guidelines

Minutes:

Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Planning Application - 37 Kingsway, Chandler's Ford, Eastleigh, SO53 1EL DOCX 226 KB

Construction of 2no. five bedroom detached dwellings, associated amenity space, parking and detached double garage, including new access to Kingsway, following demolition of existing dwelling. (Ref. F/18/82929).

The Committee considered the report of the Lead Specialist for Housing and

Development (Agenda item 9) concerning an application for a construction of 2no. five bedroom detached dwellings, associated amenity space, parking and detached double garage, including new access to Kingsway, following demolition of existing dwelling.(Ref: F/18/82929).

 

The Committee was advised that there were no further representations or updates.

 

RESOLVED -

 

That permission be DELEGATED back to the Housing and Development Lead Specialist, in consultation with the Chair, Vice Chair and Leader of the Opposition, with a resolution to PERMIT subject to:

 

 

(1)  The recommended conditions and reasons

 

(2)  Amendments to the garage roof of Plot 1 to reduce its scale; and

 

(3)  The additional condition requiring the frontage hedge to be retained (wording to be agreed).  

 

(NOTE:  One local resident spoke in objection to the scheme citing overbearing nature of the proposed dwellings, negative impact on local ecosystem, increased risk of flooding to the area .)

Proposed single storey rear extensions to nos 15 and 17 and retention of single storey front extension to no 17 . (Ref. H/18/83584).

Minutes:

The Committee considered the report of the Lead Specialist for Housing and

Development (Agenda item 10) concerning an application for a proposed single storey rear extensions to Nos.15 and 17 and retention of single storey front extension to No.17. (Ref. H/18/83584).

 

The Committee was advised that there were no further representations or updates.

 

RESOLVED –

 

That the application be PERMITTED subject to the recommended conditions and reasons

 

(NOTE: Cllr Atkinson declared a non-pecuniary interest, left the room and did not vote on the item).

This was a delegated decision.

Appeal against the Council's refusal of planning permission for the enlargement of existing front and rear dormers. (Ref.H/18/82456).

This was a delegated decision.

 

 

37 Kingsway, Chandlers Ford, SO53 1EL

Appeal against the Council’s refusal for Construction of 3no. five bedroom detached dwellings, including additional access to Kingsway, following demolition of existing dwelling. (Ref.F/17/79881).

Appeal against the decision of Eastleigh Borough Council to refuse a planning permission for an outline planning application for the erection of 1 no 4 no bedroom family dwelling, with associated access from Winchester Road. (Ref 0/17/80003).

It was a Local Area Committee decision.

11.

Emergency Motion by Councillor Michael Hughes

Minutes:

Councillor Michael Hughes presented an emergency motion to the Committee. The motion read:

 

That this LAC takes this motion as an emergency item to enable planting to commence this year to plant a nursery for fruit trees.

Given that the Planting season is neigh upon us for a “Community Orchard” on the Cuckoo Bushes Meadow this needs to be given approval so the work can start now on an urgent basis during this coming planting season.

 

The funding for this work comes out of the CFH/LAC developer’s contribution set aside for enhancements to the Cuckoo Bushes site.”

 

Councillors debated the motion and agreed to amend the motion to read:

 

That this LAC defers  the decision to enable planting of a nursery of fruit trees on the Cuckoo Bushes Meadow until the next meeting on 17 October 2018 when further information will be available.”

 

Members debated the above amended motion and voted on it.

 

RESOLVED – That the amended motion be carried.
