RESOLVED -

 

That the Minutes of the meeting held on 12 September 2018 be confirmed and signed by the Chair as a correct record.

Minutes:

Councillor Alan Broadhurst declared a Non Pecuniary Interest in agenda item 9, Planning Application - 33 Tadburn Close, Chandler's Ford, Eastleigh, SO53 2NF, because he is a neighbour of the applicant.

14.

Chairman's report

Minutes:

Councillor Alan Broadhurst informed members that the Hiltingbury Lakes report could not be included on the Agenda, because staffing issues meant it had not yet been circulated. The report was of utmost importance for the Committee and the Chairman wished to ensure it was given proper and timely consideration.

Once the report was ready, it would be presented to the committee.

Public Participation

Minutes:

There was no public participation on this occasion.

16.

Presentation by Young People's Wellbeing Service

Minutes:

Kyra Whitehead from Young People's Wellbeing Service (YPWS) delivered a presentation on the work they undertake. YPWS incorporated TADIC

(Teenage Drop In Centre) and also Eastleigh Youth Counselling Services. It had been running for over twenty years.

Both organisations aimed to help teenagers with issues like bereavement, stress/anxiety, depression, low self-esteem/confidence, bullying, eating disorders , abuse , sexual health, acne and healthy eating.

All the counsellors were trained to a professional level and provided confidential counselling sessions (unless there were safeguarding issues). Sessions were fifty minutes long and run for six weeks. Young People's Wellbeing Service cooperated with other agencies and organisations like local schools and colleges, the National Health Service, and many others. The charity provided early preventative drop in counselling in the Eastleigh area. The funding granted by Chandlers Ford and Hiltingbury Local Area Committee would enable YPWS to assist more teenagers who require help.

The Committee considered the report of the Local Area Manager which

outlined local projects requiring grants and funding .

 

RESOLVED –

 

(1)  That the grant of £500 from this Committee’s Community Grants fund to Solent Youth Action to enable the Organisation to establish a band for young people with learning disabilities who attend the youth group which operates in the Chandler’s Ford and Hiltingbury Area be approved.

(2)  That the two traffic studies for the 2018/2019 period for which   funds were allocated in this Committee’s budget, be conducted i) in the North Millers Dale estate and ii) in Shaftesbury Avenue and Keeble Road.

(3)  That the priority traffic study for consideration for funding from existing revenue resources to be a comprehensive review of cycle routes and linkages in the Chandler’s Ford and Hiltingbury local area.

(4)  That this Committee endorses the Member working group recommendation that no community orchard be planted at Cuckoo Bushes.

Presentation on Planning Guidelines

Minutes:

Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Retrospective: single storey front extension. (Ref. H/18/83815).

Minutes:

 

The Committee considered the report of the Lead Specialist for Housing

and Development (Agenda item 9) concerning an application for the

construction of a single storey front extension. (Ref. H/18/83815).

 

The Committee was advised of following updates:

·         No neighbour comments received.

·         No consultation comments received.

·         Committee report description refers to the development being retrospective, this is incorrect as no work has commenced yet.

 

RESOLVED –

 

That permission be GRANTED as set out in the report.

            This was a delegated decision.

 

            20 Alexandra Road, Chandler's Ford, SO53 2BN (Ref. T/18/83420).

            Appeal against the Council's refusal of permission to fell 1 no. Oak.

 

            This was a delegated decision

     

 

(b)          that the following appeals have been allowed:-

 

1 Coultas Road, Chandler’s Ford, Eastleigh SO53 5BA (Ref.H/18/82589).

Appeal against a refusal to grant planning permission for an existing tree house built from wood with a felt roof for use as a children’s play structure.

 

            This was a delegated decision.

     

 

(c)          that the following appeals have been dismissed:-

 

37 Kingsway, Chandler's ford, Eastleigh, SO53 1EL – (Ref. F/17/79881).

Appeal against the Council’s refusal to grant planning permission for the demolition of an existing dwelling, erection of 3 dwellings and additional access.

 

This was a Local Area Committee decision.

 

22 Ashbridge Rise, Chandler’s Ford, Eastleigh, SO53 1SA. – (Ref.H/18/83145)

Appeal against the Council’s refusal to grant planning permission for proposed first floor extension over garage.

 

This was a delegated decision.
