Public Participation

Minutes:

Deborah Mitchell, Dave Betts, and John Lauwerys, representing Action Against Destructive Development, asked questions about the Local Plan regarding: communications received from the Environment Agency regarding flooding risk; Hampshire County Council regarding junction 12 improvements with details of the costings; and whether the proposed Plan was legally compliant. Councillor Gin Tidridge stated that the plans were unsound and asked about communications received from several local authorities.

 

The Chair responded that the Council would publish the Local Plan consultation responses in the autumn; and that it had taken advice from Counsel and was confident in compliance.

Appointment to Outside Bodies - Eastleigh Town Centre Business Improvement District

To appoint a representative to the Eastleigh Town Centre Business Improvement District for 2018/19 (Paper 4).

 

Considerations

 

Cabinet is asked to make an appointment to this Trust for 2018/19.

 

RESOLVED –

 

That Councillor Derek Pretty be appointed for 2018/19.

Exempt Business

To consider passing a resolution under Section 100A(4) of the Local Government Act 1972 in respect of the following item of business on the grounds that it is likely to involve the disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A of the Act.

 

The Schedule 12A categories have been amended and are now subject to the public interest test, in accordance with the Freedom of Information Act 2000.  This came into effect on 1 March 2006.

 

It is considered that the following item is exempt from disclosure and that the public interest in not disclosing the information outweighs the public interest in disclosing the information.

RESOLVED -

 

(1)         That, in pursuance of Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it is likely to involve the disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A of the Act; and

 

(2)         That, in pursuance of the public interest test, the public interest in disclosing the information contained in the following item of business was outweighed by the public interest in maintaining the exemption.

Property Transactions

To consider property transactions (paper 6).

 

Considerations

 

The report sets out a number of matters relating to a property transaction. Paragraph 15 of the report was amended to clarify that it was a fifteen year lease with a ten year break option.

That the recommendations set out in the report be approved.
