Public Participation

Councillors not on Cabinet and members of the public can participate during this section of the meeting in the following ways:

 

·  If you are able to participate live (meet technical requirements) and wish to be present and speak, you will need to notify Democratic Services 4 working days (Midday Friday 15 May 2020) before the Event.

·  Alternatively, the public can email a statement to be read out by ‘the spokesperson’.  Emailed statements will need to be received 2 working days (Midday Tuesday 19 May 2020) before the date of the Event. Democratic Services will confirm receipt of the email and confirm it can be read out.

·  The statement (including questions) will be the equivalent of a maximum of three minutes if read out.  Please therefore restrict your statement to one side of A4 (12 font).  This applies audio/ video recordings also.

·  Alternatively a MP4 file will be sent to Democratic Services 4 working days (Midday Friday 15 May 2020) before the Event.  This must be accompanied by a written transcript (emailed). In the event that the file does not meet technical requirements the transcript will be read by the spokesperson and shown on the screen.

Minutes:

A query had been raised by a resident with regards to a Traffic Regulation Order in the Hedge End, West End and Botley area. As this is a devolved power, it will be dealt with at the Local Area Committee.

Issue

 

The Council is committed to ensuring that critical services continue to operate whilst also ensuring the health, safety and well-being of staff, Councillors and residents. (paper 5)

 

Consideration

 

The Council is committed to ensuring that the work it does makes a real contribution to the Borough’s communities and residents’ lives. There has been consistency in this regard to how the Council has responded to the COVID-19 outbreak. The health and wellbeing of those who live and work in the Borough, together with staff is the Council’s top priority. The Council has continued to work hard to provide as many services as possible while ensuring residents’ safety, in line with the latest advice from the government.

 

RESOLVED –

 

That Cabinet note the action taken by the Council in response to the COVID-19 pandemic.

 

The Leader thanked all Eastleigh Borough Council staff for their continued hard work.

Issue

 

Outside bodies are external organisations, including formal or informal partnerships, to which the Borough Council is a party, which have requested that the Borough Council appoint an Elected Councillor or a representative to them or to which the Council expects to make appointments. (paper 6)

 

Consideration

 

Due to the ongoing uncertainties surrounding the COVID-19 pandemic it is proposed that the appointments made during the 2019/20 municipal year be continued into the 2020/21 municipal year.

 

RESOLVED –

 

That Cabinet:

 

(1)  approve the 2019/20 municipal year appointments to Outside Bodies, as set out in appendix A and B of this report, be carried forward for the 2020/21 municipal year;

(2)  approve the inclusion of Eastleigh Business Improvement District (BID) on the list of Outside Bodies appointed to; and

(3)  approve the appointment of the relevant portfolio holder and member of staff to the Eastleigh Business Improvement District.

Appointments to the Procurement Executive Group (PEG)

Issue

 

The Eastleigh Borough Council (EBC) Procurement Executive Group aims to ensure that the procurement of goods services and works achieves value for money in delivering the Council’s corporate strategy and strategic priorities through fair and proper processes. (paper 6)

 

Consideration

 

Due to the ongoing uncertainties surrounding the COVID-19 pandemic it is proposed that the appointments made during the 2019/20 municipal year be continued into the 2020/21 municipal year.

 

RESOLVED –

 

That Cabinet approve the 2019/20 municipal year appointments to the Procurement Executive Group as set out in appendix D to this report be carried forward for the 2020/21 municipal year.

Appointments to the Strategic Risk Management Group (SRMG)

Issue

 

The Eastleigh Borough Council’s (EBC) Strategic Risk Management Group develop and maintain a framework, to ensure integration of risk management into business planning, to establish an assessment process to enable corporate objectives to be met and to promote good risk management practice throughout the Council and where relevant, to share this with partner organisations. (paper 6)

 

Consideration

 

Due to the ongoing uncertainties surrounding the COVID-19 pandemic it is proposed that the appointments made during the 2019/20 municipal year be continued into the 2020/21 municipal year.

 

RESOLVED –

 

That Cabinet approve the 2019/20 municipal year appointments to the Strategic Risk Management Group as set out in appendix C to this report be carried forward for the 2020/21 municipal year.

Issue

 

In response to the Coronavirus, COVID-19, the government announced there would be support for small businesses, and businesses in the retail, hospitality and leisure sectors, delivered through the Small Business Grant Fund and the Retail, Leisure and Hospitality Grant Fund. This additional fund is aimed at small businesses who were not eligible for the Small Business Grant Fund or the Retail, Leisure and Hospitality Fund. (supplementary paper)

 

Consideration

 

This policy, if adopted, would give emergency support to many businesses in the Borough whose prosperity brings direct and indirect benefits to the wider community, providing employment to residents and custom to start-ups. The grant sums, though small, are enough to resolve immediate cashflow problems that could mean the difference between survival and closure for many.

 

RESOLVED –

 

That Cabinet approve the introduction of the appended policy to allocate grant support for those small businesses not eligible for other reliefs through the Covid-19 crisis.
