Chairman's Report

Minutes:

The Chair thanked ELAC for funding the ‘Eastleigh Remembers’ which was a really positive and well attended event.

Public Participation

Minutes:

Jill Payne addressed the Committee regarding low income households in the private sector and Eastleigh Borough Council’s (EBC) reliance on the private rental sector.  Cllr Campbell suggested that this was a topic more appropriate for full Council but as Ms Payne could not attend she would ensure a full response was provided.

 

Cllr Irish submitted a petition on behalf of the residents of Charlotte Lodge which called on the Council to reduce the level of noise and air pollution caused by large volume of heavy lorries travelling on Romsey Road.  The residents had also submitted the petition to Hampshire County Council (HCC) to request resurfacing of the road and a reduction in the speed limit.  Officers from EBC would provide a response in conjunction with officers from HCC.

Presentation on Planning Guidelines

Minutes:

Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Planning Application - Former Civic Office Site, Eastleigh pdf icon PDF 702 KB

Erection of four storey office block (with car parking at ground floor), roof plant room, 200 car parking spaces, landscaping and associated works. (Ref: F/18/83492)

Minutes:

The Committee considered the report by the Lead Specialist for Housing and Development (Agenda item 7) concerning an application for the erection of a four storey office block (with car parking at ground floor), roof plant room, 184 car parking spaces, landscaping and associated works - Former Civic Offices Site, Leigh Road, Eastleigh. (Ref: F/18/83492).

 

The Committee was advised of the following updates:

 

General

·  Description amended to ‘184’ parking spaces.

·  Revised layout plan received.

·  Proposals to address consultee concerns.

·  No objection from Hampshire County Council (HCC) Highways.

·  No objection from HCC Flood & Water Management Team.

·  BREEAM ‘Excellent’ can be achieved.

·  Conditions to be amended & added.

 

·  Developer contributions:

o  No transport contributions required.

o  Replacement tree planting / ecological mitigation & enhancements agreed.

o  Public art contributions agreed.

 

Consultees

·  No further third party correspondence.

·  HCC Highways - No objection to the impact of the development on Leigh Road junction or the wider highway network, the modelling and figures within the Transport Assessment, the level of car parking or servicing of the site.

·  HCC Flood & Water Management Team – No objection to updated drainage information.

·  Ecologist – Concerns on reptile, lighting and drainage adequately addressed. Biodiversity enhancement opportunities are limited but an improvement over that originally submitted. Conditions relating to ecological protection & enhancement recommended, as well as contributions towards off-site biodiversity enhancements to be secured.

 

Conditions

·  Condition 1 – Dependant on final agreed plans, drawing numbers will need to be revised.

·  Conditions 3, 8, 12, 13 and 15 – Revised to “Prior to reaching ground floor slab level…”.

·  Conditions 4 and 5 – Env.Health to review wording following reassessment of submitted contamination investigation.

·  Condition 6 – Possible revision pending assessment of latest drainage details.

·  Condition 10 – Revised to “Within twelve weeks from commencement…”

·  Condition 11 – Revised to “Within twelve weeks of occupation…”

·  Condition 17 – Wording amended to include protection of reptiles and temporary construction lighting, as well as drainage.

·  Additional condition – Relating to requirements for a ‘Bird Hazard Management Plan’.

·  Additional Note to Applicant – Regarding safe use of cranes and protection of aerodromes.

 

 

RESOLVED -

 

That the application be delegated to the Council’s Housing and Development Lead Specialist in consultation with the Committee Chair and Vice Chair of the Eastleigh Local Area Committee, to grant planning approval subject to:

 

1)  the receipt of further satisfactory amended plans and consideration of representations and consultation responses;

 

2)  any necessary condition additions or amendments, including updating the list of approved drawings set out in Condition 1; and

 

3)  developers contributions towards: a) replacement tree planting and ecological mitigation / enhancements; and b) public art.

 

 

(NOTES: 1) Simon Payne spoke against the application citing potential air quality issues and 2) the developer spoke in support of the application highlighting the innovative and flexible nature of the building.)

Air Quality - Six Monthly Update pdf icon PDF 2 MB

Minutes:

The Committee considered a report by the Environment Lead Specialist that provided and update on the Eastleigh Air Quality Management Area (AQMA) Action Plan.

 

The Committee noted the following updates:

·  A report would be presented to Cabinet in November 2018 on the Corporate Air Quality Strategy

·  The £10,000 recommended in the report for specifically for the Eastleigh AQMA

Resolved

1)  That the contents of this update report regarding Air Quality in Eastleigh be noted;

 

2)  That the progress in delivering the Air Quality Management Plan and associated actions in the area and its surrounds be noted;

 

3)  That the recommendations for conducting an air quality source apportionment study to assist the drafting of the revised Air Quality Management Plan and that up to £10,000 is allocated from developers’ contributions, with final approval to be delegated to the Local Area Manager in consultation with the Committee Chair, Vice Chair and Air Quality Sub-Group be approved; and

 

4)  That the Committee write to the local MP, Mims Davis, with a copy of the report to request that she keep up pressure for delivery of the Chickenhall Link Road to help alleviate air quality issues.

107 Bournemouth Road, Chandler’s Ford – Appeal against the Council’s refusal of the erection of a 4-bay oak fronted detached garage with catslide roof. (Ref: H/18/82477)

 

This was a delegated decision.
