Presentation on Planning Guidelines

Minutes:

The Senior Planning Officer gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Alterations to existing units to provide a single unit (Use Class B2) including partial demolition and creation of service yard.

Minutes:

The Committee considered the report of the Senior Planning Officer (Agenda item 7) concerning alterations to an existing unit to provide a single unit including partial demolition and creation of a service yard at Unit 3 Eastleigh Rail works, Campbell Road, Eastleigh, SO50 5AD. (Ref: F/19/85189).

 

The Committee was updated that:

-  No further representations received.

-  No consultation response from Network Rail.

-  Revision to wording of Condition 9: “No construction, demolition or deliveries to the site associated with these works, shall take place…”

 

RESOLVED -

 

PERMIT subject to revised wording of Condition 9 and those set out.

Change of use of Unit 6 from Class B2 (General Industrial) to Class D1 (Training Centre), and demolition of Unit 7.

Minutes:

The Committee considered the report of the Senior Planning Officer (Agenda item 8) concerning the change of use of Unit 6 from Class B2 (General Industrial) to Class D1 (Training Centre), and demolition of Unit 7 - Eastleigh Railway Works, Campbell Road, Eastleigh, SO50 5AD. (Ref: F/18/85191).

 

The Committee was updated that:

 

-  No further representations received

-  No consultation response from Network Rail.

-  Revised wording to Condition 3: “The development hereby approved shall be used for theoretical and practical training and for no other purpose, including any other purpose in Class D1 of the Schedule to the Town and Country Planning [Use Classes] Order 1987, or in any provision equivalent to that Class in any statutory instrument revoking and re-enacting that Order with or without modification. All training will be undertaken within the premises.

 

RESOLVED –

 

PERMIT subject to revised wording of Condition 3 and those set out.

The Committee considered the report of the Senior Planning Officer (Agenda item 9) concerning the reconfiguration of existing vehicular site access (Gate 2) and associated works, including repositioned boundary fence and demolition of building - Gate 2, Eastleigh Railway Works, Campbell Road, Eastleigh, SO50 5AD. (Ref: F/18/85188).

 

The Committee was updated that:

 

-  No further representations received.

-  No consultation response from Network Rail.

 

RESOLVED –

 

PERMIT subject to conditions set out.

 

(NOTE: three members of the public spoke in objection citing concerns including 44 tonne vehicles crossing the Railway Bridge which residents have been told has a capacity of 40 tonnes, traffic concerns, access concerns, emergency vehicle access, lack of emergency evacuation plans, damage to the bridge, impact on road network, and insufficient road condition. Two people spoke in support of the application.

 

The Committee confirmed that they would write another letter to Network Rail and Hampshire County Council regarding the weight limit of the bridge and the road surface, urging them to make it safer for users and residents).
