To consider the minutes of the meeting held on
10 July 2012 – RAF Yacht Club
16 August 2012 – Chickenhall Service Station
2 October 2012 – Dominos Pizza, Hedge End
8 January 2013 – Ageas Bowl
26 March 2013 – Kings Court Masonic Centre
That the minutes of the above Licensing Panels be confirmed and signed by the Chair as a correct record.
(NOTE: Councillors expressed their disappointment at the quality of some of the evidence presented by the Police with specific reference to the Ageas Bowl hearing.)
Councillors gave consideration to a report of the Head of Legal and Democratic Services which summarised that there was currently no formal procedure for the Council to deal with the classification of previously unclassified films, or appeals by distributors against the British Board of Film Classification’s decisions or requests to reclassify films. The Council’s responsibilities in relation to film classification were now incorporated in the Licensing Act 2003 and as such it was necessary to adopt such a procedure.
That delegated authority be given by the Licensing Committee for the Head of Legal and Democratic Services (or his nominee) to certificate films, in consultation with the Chair or Vice Chair of the Licensing Committee.
