In relation to agenda item 6, Councillor Grajewski declared that she is an Executive Member for Public Health at Hampshire County Council and Director of the Solent Local Enterprise Partnership.

It was AGREED -


That the Minutes of the meeting of the Panel held on 22 October 2019 be confirmed and signed by the Chairman as a correct record.


Public Participation


There was no public participation on this occasion.


Chair's Report


The Chair reported that:


·  The Task and Finish groups are to report back to the Panel in February.

Consideration was given to a presentation by the Pollution Control Officer.


The Panel noted that:


·  The focal point of the Plan is Nitrogen Dioxide as opposed to a broad focus on air quality,

·  The Plan has not been allocated adequate resources to enable its delivery,

·  The key performance indicators throughout the Plan do not have measurable targets,

·  The Plan does not appear to link to other strategies or polices that may include air quality issues.




That the Report be noted with the following recommendations:


(a)  The Report is to be reframed with regards to its scope and purpose,

(b)  Consideration is to be given to how air quality data will be used to improve other sites of concern,

(c)  Adequate resources are to be available to enable the delivery of the Action Plan,

(d)  Measurable targets are to be allocated to each KPI,

(e)  To ensure that other policies and strategies that may be impacted by or have an impact from air quality issues are informed by the Air Quality Action Plan, such as the Local Plan or the Climate Change Action Plan.

That the Panel:


(a)  Notes the content of the Report,

(b)  Recommends a clearer articulation of the Councils approach to pursuing enforcement action.

Consideration was given to a Report by the Head of Housing and Development.


The Panel noted:


(a)  Additional resource and capacity are required to pursue proactive enforcement action and finalise ongoing planning complaints,

(b)  Complainants require regular updates regarding enforcement action.




That the Panel noted the improvement in planning enforcement action and made the following recommendations:


(a)  To ensure that there are appropriate resources council-wide, including within the Legal team, to pursue enforcement action,

(b)  To continue operating robustly,

(c)  To focus on proactive enforcement, including the monitoring of S.106 agreements,

(d)  To improve and formalise communication with complainants, members and residents.

Panel members considered their Work Programme to March 2020.


It was queried when Places Leisure, Transport Review and Staff Turnover would be considered by the Panel. The Chair confirmed that Staff Turnover was considered by the Audit and Resources Committee, Places Leisure fits within the remit of the Task and Finish Group for Health and Wellbeing, the Transport Review is to be considered by the Panel after May 2020.


The Panel requested that Nitrate Neutrality be considered by members before the Report goes to Cabinet.


It was AGREED that the Work Programme be noted.
