Presentation of Planning Guidelines

Minutes:

The Housing and Development specialist gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Chalcroft Farm and Land West of Horton Heath, Burnetts Lane, Eastleigh DOCX 672 KB

Variation of conditions 1, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 19, 21, 22, 31, 39 and 40 of outline planning permission O/14/75735 (for residential development of up to 950 dwellings and associated infrastructure and facilities) to amend phasing plan details to include a phase 1A for a footpath along Burnetts Lane, and to amend the pre-commencement requirements in respect of phase 1A (Ref: X/18/84413).

Minutes:

The Committee considered the report of the Lead Specialist for Housing and Development (Agenda item 4) concerning an application for the variation of conditions 1, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 19, 21, 22, 31, 39 and 40 of outline planning permission O/14/75735 (for residential development of up to 950 dwellings and associated infrastructure and facilities) to amend phasing plan details to include a phase 1A for a footpath along Burnetts Lane, and to amend the pre-commencement requirements in respect of phase 1A (Ref: X/18/84413).

 

The Committee was advised that the application was to amend the phasing plan only; the consultation was still running until 7 December 2018; however there had been no further neighbour comments to date. There were no comments from the Council’s Ecologist and an amended phasing plan had been received which would require condition 1 to be updated to reflect this.

 

RESOLVED -

 

That permission be GRANTED subject to the consideration of any further consultee and neighbour responses following expiry of press notice on 7 December 2018 (consideration thereof to be delegated to Lead Specialist for Housing and Development in consultation with Chair and Vice Chair) and subject to the recommended conditions and reasons.
