MAYOR'S ANNOUNCEMENTS

Minutes:

The Mayor welcomed everyone to the meeting and gave an overview of recent Council highlights:

 

·  Unfortunately, the Mayor broke his leg in November so was out of action for most of the recent festivities. He was disappointed to miss these engagements but the Deputy Mayor, Councillor Garton and last year’s Mayor, Councillor Tennent stepped in to fulfil his commitments. The Mayor extended his thanks to them – he understands that they have enjoyed attending engagements on his behalf.

·  On 27 January the Deputy Mayor attended a service in Havant to mark Holocaust Memorial Day. The Council was also represented at the Hampshire County Service.

·  A number of events were planned to support the Mayors charities and tickets were still available for his Quiz and Curry evening at the Concorde Club on 25 February – and the concert by the Spitfires band at Chandler’s Ford Methodist Church on 21 March. Plans were also being made for a Bollywood Night, so he urged the meeting to look out for more details.

·  Friday 8 May is a Bank Holiday this year to commemorate the 75th  Anniversary of VE Day.  The Mayor would be attending the Fryern Funtasia at Fryern Recreation Ground. Everyone was welcome at this community event.

·  The Mayors charity appeal committee were also planning a VE Day themed Afternoon Tea on Sunday 3 May at Brendoncare, Otterbourne Hill.  Other events were planned to mark the 75th Anniversary of VE day throughout the year, including a repeat of the Eastleigh Remembers event in September.

To consider the General Fund Revenue Budget recommendations from the Cabinet meeting held on 18 February 2020 (to be tabled), taking into account the minutes of the Policy and Performance Scrutiny Panel held on 6 February 2020, attached herewith.

Consideration was given to the recommendations contained in the Minutes of the Cabinet meeting held on 18 February 2020, taking into account the Minutes of the Policy and Performance Scrutiny Panel held on 6 February 2020 concerning the 2020/21 Budget.  The Leader introduced the budget.

 

The Independent Group submitted an amendment to the Revenue Budget and the following Recorded Vote occurred.

RESOLVED –

 

(1)  That the revised Budget for 2019/20 (para 12) which incorporates pressures and efficiencies identified as part of the Financial and Performance Monitoring to 31 December 2019 and the Medium Term Financial Plan be approved;

 

(2)  That Council set the net revenue Budget requirement for 2020/21 at £10,257,270 and note the impact on the Council’s General Fund Balance (para 12);

 

(3)  recommend Council note the Local Government Finance settlement for 2020/21 (paras 15-17);

 

(4)  That budget growth of £481,000 in 2019/20 and £675,000 in 2020/21 (paras 26-27 & Appendices B&C) be approved;

 

(5)  That the Average Council Tax for Eastleigh Borough Council be increased by 0.3% (1% below CPI) for 2020/21 (para 18); and

 

(6)  That the Special Expenses for Parished and Non-Parished areas (paras 22-25) be approved.

That Council approved the Council Tax Resolution as set out in the report which brings together the Borough’s Council Tax Requirement, including special expenses and that of the other major preceptors (Hampshire County Council, Hampshire Fire and Rescue and The Police and Crime Commissioner for Hampshire) and sets the Council Tax charges for 2020/21.

Consideration was given to the Capital, Investment and Treasury Management Strategy recommendations from the Cabinet meeting held on 18 February 2020.

 

RESOLVED –

 

That the following be approved:

 

(1)  the Capital Strategy at Appendix 1;

(2)  the Treasury Management Strategy, including the Treasury Management Half Year Report at Appendix 2;

(3)  the Investment Strategy; and

(4)  the Minimum Revenue Provision (MRP) Statement in Appendix 2A

 

20.

Appointment of the Returning Officer and Electoral Registration Officer pdf icon PDF 56 KB

Minutes:

Consideration was given to a report of the Chief Executive detailing the process for the appointment of the Returning Officer and Electoral Registration Officer.

 

RESOLVED –

 

That the following be approved:

 

(1)  with effect from 1 April 2020 the Chief Executive be appointed as the Council’s Returning Officer (all Elections) and Electoral Registration Officer; and

 

(2)  that the Council’s Constitution be updated accordingly.

MOTION

To consider the following Motion, to be moved by Councillor Clarke, and seconded by Councillor Tyson-Payne:

 

Eastleigh Borough Council has an excellent record of working in partnership with its Town and Parish Councils to produce high quality facilities and services. The Town and Parish Councils ensure that these are tailor made for each parished area and that accountability is brought as close to residents as possible.

 

Council reaffirms its commitment to the local accountability provided by its 

Local Area Committee system and partnerships with its Town and Parish Councils. Council also notes the success of the policy of devolving assets to Town and Parish Councils over the last decade. In the light of this success, Council will consult residents of the remaining non - parished area about the possibility of becoming parished.
