Chair's Announcements Minutes: The Chair reported that the Local Area Committee was extremely disappointed to see that, in addition to trees being removed without permission north of Allington Lane, further trees had been removed in without permission from Woodhouse Lane. The Committee were pleased to see the Borough were pursuing that disastrous episode. The Chair proposed a motion, which was seconded, but an amendment was proposed and accepted: This Local Area Committee regrets the failure of the highway authority to manage the roads in the area to help residents, businesses and visitors cope with increasing traffic. This Committee calls on Hampshire County Council for increased transparency about its requirements for pedestrian crossings, traffic lights, weight restrictions and other traffic management arrangements and for flexibility in applying them to procure the safety comfort and convenience of residents. This Committee specifically requests the County Council to consider with urgency,
This Committee notes the allocation of £900,000 of funding made by this Council to address traffic issues on Bishopstoke Road and urges the County Council to move forward without further delay on congestion issues along this road into Eastleigh including at Chickenhall Lane roundabout and at Twyford Road/Romsey Road/Southampton Road.

Various Roads Traffic Regulation Order (TRO) Additional documents:
Minutes: The Committee considered the report of the Traffic Management Engineer (Agenda Item 6) concerning Traffic Regulation Orders for the Bishopstoke, Fair Oak and Horton Heath area.
RESOLVED –
It was recommended that:
1. Waiting and parking restrictions were introduced as advertised on the following roads: Breach Lane, Dartington Road, Bow Lake Gardens, Sedgwick Road, White Road, Nelson Road, Sandy Lane, Winifred Close, Bishops Court, Fair Oak Road, and Church Road and Longmead Avenue (except as described in points 2 and 3 below);
2. The proposed “No waiting Monday to Saturday 8am to 6pm” restriction on Church Road Bishopstoke was withdrawn; 3. The proposed “No waiting at any time” restrictions were reduced in length on the following roads: Church Road at its junction with Dartington Road, Longmead Avenue at its junction with Church Road, Edward Road at its junction with White Road, Stoke Park Road at its junction with Sedgwick Road; 4. (4) An amendment was made to the provisions of the Borough of Eastleigh (Bishopstoke, Fair Oak and Horton Heath) Consolidation Order 2017 (as amended) such that up to six Disabled Person’s Parking bays could be introduced as required in any road within the Local Area which currently contains at least one Disabled Person’s Parking bay.
(NOTE: One member of the public wrote a statement in support of the withdrawal of the TRO at Longmead Avenue junction with Church Road, citing it would, with hindsight, not be beneficial to the church as was originally intended.) |

Local Area Action Plan 2021/22 Additional documents: Minutes: The Local Area Action Plan for 2021/2022 (Agenda item 8) was outlined by the Local Area Manager.

That the Committee approved the Local Area Action Plan 2021/2022 for Bishopstoke, Fair Oak and Horton Heath. |
