Public Participation Minutes: A local resident spoke to the Committee about alleged irregularities regarding the land he sold to Eastleigh Borough Council. The Chair replied that although the Local Area Committee had not been involved in the transaction, she would offer help to clarify any concerns. |

Chair's announcements Minutes: Councillor Tonia Craig wanted to thank Cheryll Kemsley - Democratic Services Specialist for her service on behalf of all the members of the Bursledon, Hamble-le-Rice and Hound Local Area Committee, now that she had announced her imminent retirement. She also announced that a new country park which was the part of the former Bursledon Car Boot site would be called Windhover Meadows.

Report of the Local Area Manager Additional documents: Minutes: The Committee considered the report of the Local Area Manager which included the Local Area Action Plan 2019/2020.
RESOLVED –
That the Bursledon Hamble-le-Rice and Hound Local Area Action Plan 2019/20 shown in the Local Area Manager’s report of the Agenda be approved for adoption and publication. |

Community Investment Programme - Report of the Local Area Manager Minutes: The Committee considered the report of the Local Area Manager which detailed a number of projects and schemes to improve the prosperity, environment and wellbeing of residents in the Bursledon, Hamble-le-Rice and Hound area.
RESOLVED –
(1) That the use of £100,000 of Developers Contributions to complete the works at Coronation Parade, Hamble be approved; (2) That the use of £12,000 of Developers Contributions to complete the works at the Cricket Camp, Manor Farm be approved; (3) That the use of £12,000 of Developers Contributions to improve Woodlands Way play area be approved; (4) That the use of £16,500 of Developers Contributions to improve the Long Lane Recreation Ground play area be approved; (5) That the use of £3,000 of Developers Contributions to provide designated healthy walking routes at Long Lane Recreation Ground be approved; (6) That the use of £3,500 of Developers Contributions to provide designated healthy walking routes at Pilands Wood open space be approved; (7) That the use of up to £5,500 of Developers Contributions to provide a new heating system for Netley Sea Scouts be approved; (8) That the reallocation of Developers Contributions to the Lionheart Ecology Park project be approved; (9) That the use of £5,000 of revenue funds to support the reopening of the View Café, Netley be approved; (10) That the user charges for the Mercury Library and Community Hub be approved; and, (11) That the grant of £100 to St Paul’s Church, Bursledon be approved.
(NOTE: Councillors Craig, Holes and Rich declared a non pecuniary interest in the item as they are all Parish Councillors. They took part in the discussion and voted on the Item).

Presentation on Planning Guidelines Minutes: Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account. This was set against the broader policy framework. |

Planning Application - Land off Providence Hill, Bursledon, Southampton, SO31 8AU Outline Application: Residential development of up to 91 dwellings, associated open space, landscaping, amenity areas and infrastructure means of access from Providence Hill. (Access, appearance, layout & scale to be considered)(Amended Description - Matters considered and housing numbers updated) (Ref. O/17/81166). Minutes: The Committee considered the report of the Housing and Development Lead Specialist (Agenda item 8) concerning an outline planning application for a residential development of up to 92 dwellings, associated open space, landscaping, amenity areas and infrastructure and means of access from Providence Hill. (Access, appearance, layout and scale to be considered. (Ref: O/17/81166).
The Committee was advised of the following updates to the report:
· Still awaiting formal comments from Borough Ecologist (amended details), Environmental Health Specialist (on noise) and Hampshire County Council Drainage team · NHS West CCG – no objection subject to contributions · Neighbour responses – 3 additional letter of objection excessive development in Bursledon, impact of traffic (congestion, air pollution, safety)
Updated/additional conditions:
· Some duplication of condition 6 and 7 – delete duplications. · 9 and 27 – relate to surface water and are similar. Merge in to one condition. · 12- removed “final layout” reference · 21 – delete this condition as not necessary (PD rights)
RESOLVED -
That it be delegated to the Housing and Development Lead Specialist in consultation with the Chair and Vice Chair to GRANT OUTLINE PERMISISON subject to:
(1) The receipt / review of the ecologist, Environmental Heath and Hampshire County Council Drainage team’s comments;
(2) The completion of the Appropriate Assessment and engagement with Natural England if deemed necessary; and,
(3) The completion of a Section 106 planning obligation.
(NOTES: a) Bursledon Parish Councillor – Jane O’Sullivan objected against the proposal on the grounds of: negative impact on the Site of Interest for Nature Conservation (SINC), lack of sufficient open space, negative impact on local schools, traffic and air quality in the area. b) One local resident spoke against the development on the following grounds: further erosion of the countryside, highway safety, negative impact on the SINC and the local environment. He also cited the detrimental effect on the conservation area and unsuitability of the access to the proposed development . c) the agent , spoke in support of the development.) |

Planning Application - 1-3 Oakdene, Windmill Lane, Bursledon, SO31 8BG Change of use of paddock land to the rear of 1-3 Oakdene to site 6 additional mobile homes, construction of associated amenity buildings and erection of 3m high barrier fence along part of the north-eastern and the south-eastern boundaries. (Ref.F/18/83586).
Minutes: The Committee considered the report of the Housing and Development Lead Specialist (Agenda item 9) concerning an application for the change of use of paddock land to the rear of 1-3 Oakdene to site 6 additional mobile homes, construction of associated amenity buildings and erection of 3m high barrier fence along part of the northeast and the southeast boundaries. (Ref. F/18/83586).
The Committee was advised of the following updates to the report:
· Revise condition 8 to read: Each mobile home shall not be occupied until two parking spaces are provided and dedicated to that mobile home in accordance with the approved site layout plan (Drawing No. 8727-12). The parking areas must thereafter be retained for this purpose for the lifetime of the development. Reason: To provide an adequate level of on-site parking in the interests of highway safety and amenity.
RESOLVED –
That the application be PERMITTED subject to the recommended conditions and reasons.

Hound Road Experimental Traffic Regulation Order Minutes: The Committee considered the report of the Senior Engineering Specialist in regards of the Hound Road Experimental Traffic Regulation Order.
RESOLVED –
(1) The Hound Road Experimental Traffic Regulation Order be formalised and made permanent; and (2) That consideration be given to further measures to control the displaced parking. |

Land at Satchell Lane, Hamble-le-Rice, SO31 4HP. Appeal against the council’s decision to refuse a planning application for up to 70 dwellings together with associated access , public open space , landscaping and amenity areas (Ref.O/17/80319).
This was an LAC decision.
(b) that the following appeals have been dismissed:-
The Paddock, Shop Lane, Bursledon, SO19 0QS. Appeal against the decision of the Council to refuse an application for the conversion of steel framed building to form one single residential building. (Ref.PN/17/82067)
This was a delegated decision.
Woodlands, Hound Road, Netley Abbey, SO31 5FZ. Appeal against the Council’s refusal to grant a planning permit for a carport. (Ref.H/18/82722)
This was a delegated decision.
