Minutes of Previous Meeting Minutes: Councillor Holes pointed out there was an error in the minutes of the meeting held on 24 January 2019, relating to Agenda item 42 which should read that Councillor Steve Holes declared a Non Pecuniary Interest because he is a Bursledon Parish Councillor, not a Hamble Parish Councillor, before they were confirmed and signed by the Chair as a correct record.
RESOLVED –
That the Minutes of the meeting held on 8th January 2019 be confirmed and signed by the Chair as a correct record.

The Committee agreed to allocate half of the annual £3000 community grants budget for applications at this point of the year.
The Committee did not allocate funding to Greyladyes Art Foundation (GAF) due to the level of funding already provided to the GAF. It felt that with limited budgets, funding needed to be spread to the wider community.
RESOLVED - that BHH approved £1,500 for the projects, set out below:
1. £250 is allocated to the Bursledon Parish Church Holiday Club; 2. £500 is allocated for Hamble Monday Club; 3. £500 is allocated for Longoak Pre-school at Pilands Wood Centre; 4. £250 is allocated for Bursledon District Community Association.

Presentation on Planning Guidelines Minutes: The Development Management Specialist gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account. This was set against the broader policy framework. |

Planning Application - Land to the north of Cranbury Gardens, Bursledon, SO31 8FB Reserved matters application (pursuant to outline planning permission O/15/76883) for 45no. dwellings at land to the north of Cranbury Gardens, Bursledon, SO31 8FBwith associated parking, landscaping, infrastructure and open space, including submission of details for Conditions 9 and 17 (Arboricultural Impact Assessment, Method Statement and Tree Protection) and Condition 15 (Noise Assessment and Mitigation) (RM/19/84802).
Minutes: The Committee considered the report of the Development Management Specialist (Agenda item 7) concerning a reserved matters application (pursuant to outline planning permission O/15/76883) for 45no. dwellings at land to the north of Cranbury Gardens, Bursledon, SO31 8FB with associated parking, landscaping, infrastructure and open space, including submission of details for Conditions 9 and 17 (Arboricultural Impact Assessment, Method Statement and Tree Protection) and Condition 15 (Noise Assessment and Mitigation) (RM/19/84802).
The Committee was updated that:
· Amended layout, landscaping and elevations plans received. · Updated tenure mix for affordable housing received. · Consultation responses received from Environmental Health and Hampshire County Council Highways. · Four further letters of representation received following reconsultation on amended plans.

i) Satisfactory receipt of further amended plans / additional information and completion of consultations; and
ii) Any necessary condition additions or amendments, including updating the list of approved drawings.

NB: The resolution amended the officer recommendation to include all members of the committee in the delegation for decision.
(NOTE: two members of the public spoke regarding reserved matters, citing concerns which included road safety when construction vehicles use the roads, privacy concerns, flooding, drainage, road adoptions, parking and affordable housing integration. A representative for Taylor Wimpey spoke in support of the application.)

Proposed On-Street Waiting Restrictions, Various Roads Minutes: Consideration was given to the report of the Senior Engineering Specialist regarding a Traffic Regulation Order (TRO) for proposed waiting restrictions on: · Beaulieu Road (Hamble) · Ensign Way (Hamble) · New Road (Netley) · Oakhill (Bursledon) · the junction of Oak Road and Ash Close (Bursledon); and the junctions of Queens View with Sellwood Road and Westwood Road (Netley).
Resolved:
That the following recommendations be APPROVED:
(1) Councillors approve the ‘No Waiting at Any Time’ restrictions as advertised in Oakhill.
(2) Councillors approve the ‘No Waiting at Any Time’ restrictions as advertised in Beaulieu Road, Ensign Way and the junction of Ash Close and Oak Road.
(3) Councillors approve an amendment of the proposals to introduce “No waiting at any Time” restrictions on Queens View and Moore Crescent; and
(4) Councillors approve an amendment to the operating times of the proposal to introduce time-limited waiting in New Road.
(NOTE: Three members of the public spoke to say they had originally objected but were pleased to see that their considerations had been taken into account and had no further concerns). |
