RESOLVED -

 

That the Minutes of the meeting held on 21 January 2015 be confirmed and signed by the Chair as a correct record.

Declarations of Interest

Members are invited to declare interests in relation to items of business on the agenda.  Any interests declared will be recorded in the Minutes.

Minutes:

Councillor Godfrey Olson declared a Personal Interest in agenda item 8, Planning Application - 237 Winchester Road, Chandler's Ford, as the applicant was a neighbour.

 

Councillor Margaret Atkinson declared a Personal Interest in agenda item 8, Planning Application - 237 Winchester Road, Chandler's Ford, as the applicant was known to her.

 

Councillor Godfrey Olson declared a Pecuniary Interest in agenda item 9, Planning Application - 237 Winchester Road, Chandler's Ford, as the applicant was a neighbour.

 

Councillor Margaret Atkinson declared a Personal Interest in agenda item 9, Planning Application - 237 Winchester Road, Chandler's Ford, as the applicant was known to her.

Presentation on Planning Guidelines

Minutes:

Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Planning Application - 237 Winchester Road, Chandler's Ford pdf icon PDF 108 KB

Erection of 2No. five bedroom dwellings with detached carports and associated parking, cycle store and landscaping following demolition of existing (Ref. F/14/75684).

Minutes:

The Committee considered the report of the Head of Development Management (Agenda item 8) concerning an application for the erection of 2No. five bedroom dwellings with detached carports and associated parking, cycle store and landscaping following demolition of existing. (Ref: F/14/75684).

 

The Committee expressed concern regarding the width of the driveway and lack of space for two cars to pass.

 

RESOLVED -

 

That permission be REFUSED for the recommended reasons.

 

(NOTE: i) Councillors Olson and Atkinson declared an interest in the application and left the room taking no part in debate or voting thereon; and ii) One member of the public spoke in favour of the application.)

Erection of a detached oak framed open bay double car port (Ref. F/15/75945).

Minutes:

The Committee considered the report of the Head of Development Management (Agenda item 9) concerning an application for the erection of a detached oak framed open bay double car port. (Ref: F/15/75945).

 

The Committee was advised that concerns remained with regard to construction of a new drive to the car part and potential compaction of tree roots.

 

RESOLVED -

 

That permission be REFUSED for the recommended reasons.

Minutes:

The Committee considered the report of the Head of Development Management (Agenda item 10) concerning an application for the erection of a single storey rear extension and one and two storey side extension. (Ref: F/14/75642).

 

Members requested a note to applicant to ensure that the neighbours’ driveway was available at all times during the build.

 

RESOLVED -

 

That permission be GRANTED subject to the recommended conditions and reasons.

Construction of two bed attached dwelling. (Ref. F/15/75899)

Minutes:

The Committee considered the report of the Head of Development Management (Agenda item 11) concerning an application for the construction of a two bed attached dwelling. (Ref: F/15/75899).

 

The Committee was advised that there was an error in paragraph 11 of the report deleting the word ‘not’.  The sentence should have read that “…the proposal had generated one letter of objection….”.

 

RESOLVED -

 

That permission be GRANTED subject to the recommended conditions and reasons.

 

(NOTE: The contractor spoke in favour of the application.)

Change of use of nightclub and offices to 9No. two bed flats and external alterations (Ref. F/14/75734)

Minutes:

The Committee considered the report of the Head of Development Management (Agenda item 12) concerning an application for the change of use of nightclub and offices to 9No. two bed flats and external alterations. (Ref: F/14/75734).

 

The Committee expressed concern regarding the lack of parking.

 

RESOLVED -

 

That permission be GRANTED subject to the recommended conditions and reasons.

The Head of Legal and Democratic Services to report:-

 

That the following appeals have been lodged:-

 

52 Nichol Road, Chandler’s Ford – appeal against refusal to grant permission for a two storey front, side and rear extension with new vehicular access from Nichol Road. (Ref: F/14/75116). (LAC decision against officer recommendation).

 

Brookdale Nursing Home, 31 Hursley Road, Chandler’s Ford - Appeal against the refusal of planning application for Reconfiguration of existing care home layout, removal of roof on single storey eastern wing of building, replacement with flat roof first floor to provide four additional bedrooms to care home, erection of new boundary treatment, laying of hardstanding (grasscrete) to provide additional staff parking & erection of timber shed. (Ref: F/14/75623)  (previously delegated decision).

Community Grants 2015/16 and other Financial Allocations pdf icon PDF 66 KB

The Committee considered the report of the Area Co-ordinator which recommended that £3,094 be allocated from this Committee’s community grants budget and reserves to local voluntary organisations operating in the Chandler’s Ford and Hiltingbury local area for 2015/16.

 

RESOLVED -

 

1)  That grants of £3,094 be approved as recommended in Appendix 3 to the report, to be funded from this Committee’s community grants budget (£2,970) and from reserves (£124);

 

2)  That £350 be allocated from this Committee’s reserves to purchase and install a new dual purpose bin at Chalvington Road;

3)  That £192 (50% of the total cost) be allocated from this Committee’s neighbourhood watch budget towards the production of the newsletter in Chandler’s Ford and Hiltingbury in 2014/15; and

4)  That an up-to-date community organisations list be prepared in order to maximise the range of groups that receive the opportunity to apply for grant funding.

(NOTE: Members suggested the Area Co-ordinator contacted the Parish Clerk regarding creation of a list of community organisations.)

13.

Area Co-ordinator's Report

Minutes:

The Area Co-ordinator reported: -

 

That a large crater which had appeared in the car park at Hiltingbury had recently been repaired and thanked the Direct Services team for their speedy response;

 

That she had written to Test Valley Borough Council objecting to the Great Culvert development and requesting Eastleigh Borough be included in any traffic management study; and

 

Currently she was still the Area Co-ordinator for two areas although the situation was under review.
