RESOLVED -

 

That the Minutes of the meeting held on 23 March 2015 be confirmed and signed by the Chair as a correct record.

Declarations of Interest

Members are invited to declare interests in relation to items of business on the agenda.  Any interests declared will be recorded in the Minutes.

Minutes:

Councillor Margaret Atkinson declared a Disclosable Pecuniary Interest in agenda item 8, Planning Application - 46 Hiltingbury Road, Chandler's Ford, because she owns a business in the near vicinity.

66.

Chairman's report

Minutes:

The Chairman apologised for the omission of the motion on the original agenda. 

 

There was to be a ‘Get Pumped’ event at Chandler’s Ford Library on 13 June 2015 where members of the public can take their bikes and have a free MOT.  There would also be the opportunity to win cycling related prizes. 

 

The venue of the next meeting being held on 9 September would not be held at the Dovetail Centre as stated on the agenda as it is not available on this date.  The venue was to be arranged, Fryern Pavilion was suggested.   

67.

Area Co-ordinator's Report

Minutes:

The Area Co-ordinator advised of the continuous partnership working this Committee and the Parish Council had been involved in and how this worked well for the benefit of the residents.  Transfer of the Hiltingbury recreation ground and facilities to the Parish Council had now been completed and monies been transferred.  Work was continuing on the extension to Fryern Pavilion to the Parish . 

 

Although budgets were currently very small the Local Area Committee was working to maximise the use of the available funds. 

 

Hiltingbury Lakes – there had been consideration of ways to improve the area by the Local Area Committee and the Parish and some works had already been earmarked. 

 

Turning to matters arising from the Local Plan the Area Co-ordinator reported that although there were few sites identified in this area, there were some very important locations under discussion which would be key to enhancing the economic well-being in the area.. 

 

Park Sport would be taking place once again through the Summer.

 

In reply to members questions regarding the review of the Area Co-ordinator they were advised that the matter was still under review and nothing had yet been finalised.

 

68.

Presentation on Planning Guidelines

Minutes:

Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

The Committee considered the report of the Head of Development Management (Agenda item  8) concerning an application for change of use from A1 retail to A5 hot food takeaway and installation of extraction unit and ducting.  (Ref: F/14/75742)

 

RESOLVED -

 

That permission be REFUSED for the recommended reasons.

 

(NOTE: i. Councillor Atkinson declared an interest leaving the room and taking no part in debate or voting thereon; and ii. One member of the public spoke against the application citing the number of takeaways already in the area, the noise especially late at night, litter, and safety on the road. )

23 & 23a Meadow Grove, Chandler’s Ford - Appeal against the refusal for the erection of a two storey side extension to existing flats and an attached two storey 2 bed dwelling following demolition of conservatory and porch, new access and associated parking, bin and cycle storage (Ref: F/14/75139) (A previously delegated decision.)

 

176 Hiltingbury Road, Chandler’s Ford - Appeal against the refusal of planning permission for two storey side extension, single storey rear extension, insertion of two dormers to front roof. (Ref: F/14/75729) (previously delegated decision)

Appointments to Regulatory Panel

To appoint a Regulatory Panel to deal with Licensing Issues not covered by the Licensing Act 2003 or Gambling Act 2005. In the past, the Committee has nominated all Members to serve as a ‘pool’, from which three Members could be called upon.

74.

Motion - Oakmount Road resurfacing - to consider the motion proposed by Councillor Pragnell

"This Local Area Committee of Eastleigh Borough Council protests in the strongest terms regarding the road repairs recently completed in Oakmount Rd, Chandlers Ford. The repairs are inadequate and incomplete. The finished effect makes the road unsafe for some road users.  There are hollows that were not there before work commenced and we still have sunken manholes and small potholes adjacent to the spider's web of patches. Many of these are a hazard to motor cycles and bicycles. We feel that after a week of closure and several weeks of disruptive works the residents of Chandlers Ford deserve better than these unsafe repairs making the road dangerous on this major route. We urge that the resurfacing is now completed to an acceptable and safe standard"

 

Minutes:
