Chairman's report Minutes: Councillor Pamela Holden-Brown welcomed Ian Austin, Head of Legal Services, and Amy Stephens, Democratic Services Officer, who were new to the meeting.
Councillor Holden-Brown also advised the meeting that there was a correction to the agenda and all items following item number 10 were incorrect, as one item had been printed twice and therefore there was a change to the numbering.

Local Area Manager's Report Minutes: Min Partner, Local Area Manager, delivered an update to the meeting regarding the issue raised around social landlords and whether they had been asked to check their dwellings in Eastleigh following the recent Grenfell Tower fire, as Eastleigh Borough Council had been asked to. She had been reassured that this had been completed and the outcomes submitted.
Time had been spent looking at the Youth Work provision across the wider borough and working on retaining the existing provisions.
There had also been a large amount of work on the Local Plan and Future Eastleigh. Ms Partner has been involved in theses processes to ensure that the area’s wishes are noted and included and the area is well represented.
Councillor Grajewski asked when a report can be expected following the feasibility study which had been undertaken on the possibility of a roundabout on Hiltingbury Road. Councillor Grajewski also asked for the total cost of this report, as the costs were not agreed at the Committee.
Ms Partner advised that she would speak to her colleagues in the Engineering department and request that a report is produced outlining the results and the total cost of this. |

Presentation on Planning Guidelines Minutes: Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account. This was set against the broader policy framework. |

Planning Application - 6 Wellbrooke Gardens, Chandler's Ford, Eastleigh, SO53 1TN Retrospective: Retention of single storey double garage (Ref.F/17/79919). Minutes: The Committee considered the report of the Head of Development Management (Agenda item 7) concerning a retrospective application for retention of a single storey double garage. - (Ref: F/17/79919).
The Committee was updated that the applicant had lodged an appeal for non-determination and therefore the application will be determined by the planning inspectorate. Officers explained that members were asked to continue to give a view on the decision of the application had the appeal not been lodged.
The following ‘Note to Applicant’ had also been added; the applicant is strongly advised to contact Southern Water to obtain consent for building over a public sewer.’
RESOLVED -
That had an appeal not been lodged, the application be REFUSED; and
That the decision of the wording for reasons for refusal be delegated back to the Chair, Vice Chair and a committee member from the Conservative party to be agreed. |

Appointments to Outside Bodies Chandler’s Ford Community Association Hiltingbury Community Association North Millers Dale Community Association Minutes: Members discussed the possibility of annual reports from outside bodies being submitted to committee for review. Members discussed various options and agreed that the representatives for the outside bodies could bring an annual report to the Committee if they would like to do so.

In the past, the Committee has nominated all Members to serve as a ‘pool’, from which three Members could be called upon. Exempt Business To consider passing a resolution under Section 100A(4) of the Local Government Act 1972 in respect of the following item of business on the grounds that it is/they are likely to involve the disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A of the Act.
The Schedule 12A categories have been amended and are now subject to the public interest test, in accordance with the Freedom of Information Act 2000. This came into effect on 1st March 2006.
It is considered that the following items are exempt from disclosure and that the public interest in not disclosing the information outweighs the public interest in disclosing the information. Minutes: RESOLVED -
