Chairman's report Minutes: The Chairman welcomed everyone gathered at the meeting. He reported that ex- councillor Pamela Holden-Brown was recently unwell and had to be admitted to hospital but is now recovering at home. All committee members wished her a speedy recovery. |

Presentation on Planning Guidelines Minutes: Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account. This was set against the broader policy framework. |

(Ref.H/18/82790) Minutes: The Committee considered the report of the Head of Development Management (Agenda item 8 ) concerning a retrospective application for a single storey rear extension. (Ref:H/18/82790).
The Committee was advised that there were no further updates to the report.

Motion - Councillor Atkinson “That this LAC recognises that the rat population in the Borough needs to be properly controlled to prevent health and safety risks to residents. Consequently this LAC recommends that Eastleigh Borough Council takes immediate steps to introduce a Pest Control policy to ensure that it fulfils its statutory duty under the Prevention of Damage by Pests Act 1949. Further that Eastleigh Borough Council takes immediate and urgent action to work with other agencies and neighbouring authorities to bring the current rat population in the Chandler’s Ford and Hiltingbury area under control.” Minutes: Consideration was given to the motion submitted by Councillor Atkinson.
It was proposed that the motion was amended as follows;

(NOTE: Councillor Alan Dowden (Hampshire County Council/ Valley Park Parish Council) spoke in regards of the rat problem. He said that Valley Park was experiencing problems caused due to the rat infestation. He said that all agencies, local councils, county council and private property owners should work together to combat the worsening rat problem).

Motion - Councillor Grajewski "The Chandler's Ford & Hiltingbury Local Area Committee requests Eastleigh Borough Council's Direct Services department to display stickers on its gardening/maintenance machinery reminding operators of the dangers of strimmers and other equipment to hedgehogs." Minutes: Consideration was given to the motion submitted by Councillor Grajewski.
The motion was amended to read;
"The Chandler's Ford & Hiltingbury Local Area Committee requests Eastleigh Borough Council's Cabinet to display stickers on its gardening/maintenance machinery reminding operators of the dangers of strimmers and other equipment to hedgehogs."
The amendment was agreed and therefore voted upon by Councillors.

Appointments to Outside Bodies Chandler’s Ford Community Association Hiltingbury Community Association North Millers Dale Community Association Minutes: Members discussed the possibility of annual reports from outside bodies being submitted to committee for review. Members discussed various options and agreed that the representatives for the outside bodies could bring an annual report to the Committee if they would like to do so.
