Declarations of Interest

Members are invited to declare interests in relation to items of business on the agenda.  Any interests declared will be recorded in the Minutes.

Minutes:

Councillor Grajewski declared a non-pecuniary interest and did not take part in item 8a as she is a neighbour of the applicant.

91.

Public Participation

Councillors not on the Local Area Committee and members of the public can participate during this section of the meeting in the following ways:

 

·  If you are able to participate live (meet the technical requirements) and wish to be present and speak, you will need to notify Democratic Services 4 working days (Midday Thursday 7 January 2021) before the meeting. Technical and etiquette guides will be provided.

·  Alternatively, the public can email a statement to be read out by ‘the spokesperson’.  Emailed statements will need to be received 2 working days (Midday Monday 11 January 2021) before the date of the meeting. Democratic Services will confirm receipt of the email and confirm it can be read out.

·  The statement (including questions) will be the equivalent of a maximum of three minutes if read out.  Please therefore restrict your statement to one side of A4 (12 font).  This applies audio/ video recordings also.

·  Alternatively a MP4 file will be sent to Democratic Services 4 working days (Midday Thursday 7 January 2021) before the meeting.  This must be accompanied by a written transcript (emailed). In the event that the file does not meet technical requirements the transcript will be read by the spokesperson and shown on the screen.

Chair's report

Minutes:

The Chair reported that Eastleigh House remained closed due to the latest lockdown restrictions. Staff were thanked for their efforts to maintain services under difficult conditions, especially those involved with the waste and litter collections.

 

The Chair reminded people that we all need to do our part respecting the social distancing rules, wearing masks when required and looking out for others.

Minutes:

The Committee considered a report by the Local Area Manager (Agenda Item 6) setting out recommendations for expenditure from the Committee’s revenue budget and developer contributions.

 

Councillor Groves withdrew from recommendation 2.

 

RESOLVED –

 

1)  £1700 for five new dual waste bins at various locations in Chandlers Ford and Hiltingbury, funded from Developer Contributions;

2)  £500 to the Outreach Community radio station to go towards marketing costs, funded from the annual revenue budget that CFH has allocated for community grants, subject to awarding funding, the Committee would like to see proof of a business plan to make sure the money will be used effectively; and

3)  £500 for the provision of an outdoor classroom at Scantabout School, funded from the annual revenue budget that CFH has allocated for community grants, subject to clarification on this being a new project. The money will only be released when confirmation has been received that the project is going ahead.

Presentation on Planning Guidelines

Minutes:

The Head of Housing and Development gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Partial infill of existing cover area (H/20/89081).

Minutes:

The Committee considered the report of the Head of Development Management (Agenda item 8a) concerning an application for a partial infill of existing cover area. (Ref: H/20/89081).

 

The following update was given to the Committee:

 

·  The dwelling is referred to in the report as a 3-bed but it is in fact a 5-bed property.

 

Councillor Grajewski declared a non-pecuniary interest and did not take part in this item as she is a neighbour of the applicant.

 

RESOLVED –

 

PERMIT subject to conditions in agenda plus additional condition requiring additional hard standing required to provide 3 on-site car parking spaces to be provided prior to occupation of the proposed development.
