Chair's report

Minutes:

The Chair welcomed Councillor Buckley and thanked Margaret Atkinson, Councillor for many years, for her sterling efforts and work for the Committee and community.  He stated she was very dedicated.

 

The Chair thanked officers for coping with the challenges that Covid 19 has presented in keeping democracy live and enabling the public to be listened too.  He said they had done an outstanding job of protecting democracy in extremely challenging circumstances and that Eastleigh Borough Council should be very proud.

 

The Chair was delighted to re-establish the Parish Liaison meetings and the Test Valley Borough Council Liaison meetings and suggested that this could be a useful vehicle for enhancing the Ramalley path as one of its priority objectives, amongst others.

 

The Chair thanked Alan Broadhurst for his good work in chairing this Local Area Committee competently and with subtly.

Minutes:

Consideration was given to a report of the Local Area Manager (Agenda item 6) that contained recommendations for expenditure from the Committee’s capital and revenue budget.

 

RESOLVED –

 

That the Committee:

 

(1) Approved the recommended changes made to the Community Grant process;

(2) Approved the allocation of £570 from Developer Contributions for a wildflower site at Shannon Way, Chandlers Ford;

(3) Approved the allocation of £938 from the Bench Improvement Budget for the installation of a replacement bench along Hursley Road, Chandler’s Ford;

(4) Approved the allocation of £680 from the Dual Bin replacement budget for the installation of 2 new dual waste bins, one at Lincoln Valley open space and one at Eagle Close, Chandler’s Ford; and

(5) Approved the allocation of £40 from the Street Naming budget for the installation of a replacement traffic sign at Richmond Close, Chandler’s Ford.

The Committee considered the report of the Local Area Manager (Agenda Item 7) concerning appointments to regulatory panels, other groups and outside bodies.

 

The Committee agreed to the proposed recommendations but requested Councillor Groves be added as County Councillor to Test Valley Borough Council and Eastleigh Borough Council Liaison Committee.

 

RESOLVED –

 

(1)  That all members of the Chandler’s Ford and Hiltingbury Local Area Committee be appointed to the Regulatory Panel to form a pool for all licensing appeals from which any three can be selected;

(2)  That the Chandler’s Ford and Hiltingbury Local Area Committee make appointments to the following other groups;

i. Eastleigh Borough Council/Test Valley Liaison Group – Councillors Broadhurst and Grajewski and Councillor Groves as Hampshire County Councillor;

(3)  That the Chandler’s Ford and Hiltingbury Local Area Committee make appointments to the following Outside Bodies:

i. Chandler’s Ford Community Association – Councillor Pragnell;

ii. Hiltingbury Community Association –Councillor Duguid;

iii. North Millers Dale Community Association – Parish Councillor Holden-Brown.

The Committee considered a report by the Trainee Highways Engineer (Agenda Item 8) which detailed representations received in response to proposed waiting restrictions on various roads.

 

RESOLVED –

 

The Chandler’s Ford and Hiltingbury Local Area Committee

approved the implementation of:

(1) “No waiting at any time” restrictions on Trafalgar Close;

(2) “No waiting at any time on verge” restrictions on Walnut Close, Heathfield Road and Heathfield Close as advertised;

(3) “No waiting at any time” restrictions on Reliant Close as amended; and

(4) An amendment to the provisions of the Borough of Eastleigh (Chandlers Ford and Hiltingbury) Consolidation Order 2016 (as amended) such that up to six Disabled Persons Parking bays per road can be introduced as required in the following roads: Ashdown Road, Avon Green, Chalvington Road, Charnwood Close, Cumberland Avenue, Hillcrest Avenue, Hiltingbury Road, Kerry Close, Kingsway, Merrieleas Drive, Milford Gardens, Pantheon Road, Porteous Crescent, Purkess Close, Ribble Close, Saxon Walk, Shaftesbury Avenue,

Steele Close, Tadburn Close, Warren Avenue.

Minutes:

The Senior Planning Officer gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

“No development shall take place above DPC level until details of the materials to be used in the construction of the external surfaces of the development hereby permitted have been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure a satisfactory visual appearance in the interest of the amenities of the area.”

(NOTES: One person spoke in objection to the application citing concerns about the length and height of the extension, impact on lifestyle, lack of consultation, overlooking neighbouring amenities, privacy and light. The applicant spoke in support of the application citing they had been fair to neighbours and that the extension was small compared to neighbouring properties and not unusual for the road. They had asked for the Leylandii trees to be trimmed rather than felled.)
