Proposed Introduction of a Policy for New and Existing Drivers Wishing to be Dual Licensed Drivers pdf icon PDF 42 KB

Minutes:

Consideration was given to the report of the Head of Legal and Democratic Services (Agenda item 5) which set out a proposed policy, procedures and fees for new and existing drivers wishing to apply for both Hackney Carriage and Private Hire driver licences.

 

The Trade had approached the Council for several years about the possibility of granting drivers a Dual Licence. Officers were of the opinion that legislation allowed for only two types of licences: a Hackney Carriage Licence; and a Private Hire Licence.

 

The Committee was advised that (a) ‘at the reduced rate’ be deleted from the final sentence in paragraph 14 of the report; and (b) an additional recommendation be included.

 

RESOLVED –

 

That (1) a new policy be introduced from 1 April 2015 to permit new and existing drivers to become Dual Licensed Drivers if they wished; and (2) the second licence must be for the same time period as the first licence if the reduced rate is to be applied.

Consideration was given to a report of the Head of Legal and Democratic Services (Agenda item 6) which detailed a fare increase that had been requested by the Hackney Carriage trade, to come into effect from 1 April 2015.

 

Details of the existing and proposed fares were detailed in Appendices 1 and 2 to the report, and Appendices 3 and 4 identified where Eastleigh was in relation to the National Average and League Tables.

 

The Committee was advised that paragraph 8 of the report be amended to read ‘….. the printing costs of the new fare tariff charts for each hackney carriage (103) of £721, these costs will be met from existing budgets.’

 

RESOLVED –

 

That (1) the proposed fare increased be implemented to come into effect from 1 April 2015 subject to no objections being received; and (2) that the Administration Committee convene on 1 June 2015 for consideration of any objections received in response to the proposed advertised fare increase.

 

(NOTE: One member of the Trade objected to the increase citing that in his opinion the figures were not accurate; new vehicles were fuel efficient; fuel had come down; the Trade had not been consulted by the Forum reps; and the public did not have enough disposable cash which would impact on the Trade if the fares increased.)
