Code of Conduct Complaints - Annual Report pdf icon PDF 134 KB

Minutes:

Consideration was given to the report of the Head of Legal and Democratic Services which gave the annual position statement on Code of Conduct complaints received.  In July 2012 the Council adopted a new Code of Conduct and processes for dealing with standards matters as required by the Localism Act 2011. This included delegating the power to investigate complaints concerning Members potentially breaching the Code of Conduct to the Monitoring Officer. As part of this delegation it was agreed that the Monitoring Officer report to the Administration Committee annually on complaints received and actions taken in the last twelve months.

 

RESOLVED - 

 

That the report be noted.

Minutes:

Consideration was given to the report of the Head of Legal and Democratic Services that set the fee for a five year Private Hire Operator licence, and update Members on the changes introduced by S10 and S11 of the Deregulation Act 2015, in respect of the duration of licences for Private Hire Operators and Private Hire and Hackney Carriage driver licences.

 

Members also noted the change in law in respect private hire operators being able to sub-contract out of area, the necessary amendments to policy and conditions would be made to the taxi handbook to reflect the changes in the law.

 

RESOLVED - 

 

(1)  That the proposed five year Private Hire Operator fee of £365 detailed in the report, with an implementation date of 4 January 2016, be approved, and that authorisation be given to the Head of Legal and Democratic Services to carry out the necessary consultation procedure;

(2)  That any objections received within 28 days of the publication of the notice of the proposed changes to the fees, the matter will come back to the next Administration Committee meeting on 1 February 2016, so that objections can be considered and set a further date, not later than two months after the first specified date on which the proposed five year fee would come into force with or without modification; and

(3)  That (a) the introduction of a three-year driver and five-year Private Hire Operator licence resulting from the Deregulation Act 2015 be noted; and (b) the new rules in respect of sub-contracting between Private Hire Operators licensed in different authorities also be noted.
