Community Governance Review of Parish Council arrangements within the Borough of Eastleigh Additional documents:
Minutes: Consideration was given to the report of the Senior Specialist (Elections and Democratic Services) (Agenda Item 4) which considered the response to the first stage of the public consultation carried out as part of the Community Governance Review.
Representations were made by the Chair of Hound Parish Council regarding the proposed change by Bursledon Parish Council. He also noted the view of individuals that Hound Precept was the highest in the area and felt that the proposal for the boundary change would not help with that.
RESOLVED:
That the Committee –
(1) Supported no change within those
parish areas that did not respond to the consultation and also to
Chandler’s Ford Parish, subject to Recommendation 5 below
regarding West End Parish; (2) Supported the proposed parish
boundary changes from Bursledon Parish Council with Hedge End Town
Council that are supported by Hedge End Town Council; (3) Noted the potential for agreement on
proposals for parish boundary changes between Hamble-le-Rice and
Hound Parishes and between Fair Oak & Horton Heath and West End
Parish Councils; (4) Supported the proposals for internal
ward changes from Bishopstoke Parish Council, Hound Parish Council
and Hedge End Town Council; (5) Supported the move of polling district
WN4 from Chartwell Ward to Allington Ward of West End Parish
Council; (6) Recommended that the above proposals
in (1) to (5) are consulted on as the Borough Council’s
proposals subject to confirmation on agreement being reached on the
changes in (3); (7) Noted the proposed boundary change
from Bursledon Parish Council with Hound Parish Council;
and (8) Recommended that all residents in this area of potential change are individually consulted with the Borough Council having no preferred outcome at this stage.
