Welcome and Apologies


Councillor Campbell welcomed everyone to the Teams online call.


Election of Vice Chair


The group unanimously agreed the re-appointment of Paul Kirkpatrick as Vice Chair.


Minutes of Previous Meeting and Matters Arising pdf icon PDF 159 KB

a.  To consider the minutes of the last meeting held on 8 October 2019; and

Councillor Campbell informed the group that due to the previous meeting in March happening just prior to Covid, the minutes were not circulated.


ACTION: The minutes of the March 2020 meeting are circulated with these minutes. It will be assumed these are accurate unless anyone informs Councillor Campbell of any updates.


Process for club support (Rich Wood)


Rich introduced himself as new into the role of Senior Sports Development Officer, having started in May. It was recognised that all clubs are at different stages of returning to activity and that many will be experiencing a variety of challenges. Some sports clubs are currently thriving, which is great to see, with a high demand from the local community to get back to activity. It was noted that many clubs will have concerns about what the future holds.

Rich stated that if you have been working with Places Leisure Eastleigh around booking requests and following National Governing Bodies Guidance (NGB) to work towards a safe return to activity then please continue these conversations with Hazel and Jo.


If you feel that you require some additional support, then please contact Rich via email. This could include concerns about your membership levels, funding support or the sustainability of your club. Please email Rich at and he will be happy to work with you to try and address any concerns.

Janine Pickering informed the group that the fees and charges report is open to consideration for the group. The fees and charges would be implemented in January 2021. In general, based on the balance of the company’s financial situation, considered with residents financial situation, a general 2% rule was applied. This was sense checked against local and similar facilities.


Janine informed the group that Places Leisure Eastleigh (PLE) was closed due to Central Government law on 20th March 2020 and re-opened 3rd August 2020. Thanks to PLE for the huge effort from all staff for the re-start.


The group unanimously agreed to the fees and changes suggested with no opposition.


Places Leisure Eastleigh Covid Update


Jo Parker delivered the sad news that Pete Leamore has been made redundant as a direct effect of the financial damage Covid has done to the company. Councillor Broadhurst suggested a vote of thanks to Pete for his services to Places Leisure Eastleigh/ Fleming Park over the 29 years he has worked with the company. This was supported by Councillor Irish who echoed that he was dedicated and approachable, and will be sorely missed.


Jo provided an update on the re-mobilisation since re-opening on 3rd August. Full report attached as appendix.

Any Other Business


The Places Leisure Eastleigh Consultative Group unanimously agreed and requested that Jo Parker pass on their thanks to Pete Leamore.


Paul Kirkpatrick identified that EDSAD were yet to return and that he would welcome further information as to the reasons why. Councillor Campbell highlighted the opportunity for him to make contact with Rich Wood or Jo Parker for support.
