Chairman's Report Minutes: The Chairman advised that Eastleigh Mela was taking place on Sunday 30July 2017 and encouraged members to attend and participate in the event. This was a great event and one which was sponsored by the Committee. |

Public Participation Minutes: A member of the public addressed the Committee regarding the new development on Pitchford Road in Allbrook. He informed the Committee that he had recently been talking to the residents and their main concern was the lack of development of the recreation ground. Residents were told there would be a community hall and larger play area; he wondered if the Committee had any more information around this.
Councillor Bain advised that she had a recent update from one of the Parish Councillors that the developers, Bargate, had opened the development, however it was not completely finished. She advised that there was a meeting of the Allbrook and North Boyatt Parish Council on 26 July 2017 and a representative from Bargate would be in attendance. She invited the member of the public to attend the meeting to put any questions to the representative who may have more information. She explained that there was a one year settling period whereby the development remained with Eastleigh Borough Council to ensure they are happy with the development and following that, it would be adopted by the Parish Council.
Councillor M Sollitt added that the community hall that had been mentioned was never going to be funded by the developers and that the Parish Council would need to locate the funds for this. They would eventually like to build the hall.
Councillor S Sollitt confirmed that the Council had a responsibility under planning regulations to have the one year settling period before the development is adopted. There had been a long period whereby the development was not in a suitable state to be adopted and Bargate had been working to bring this up to a good standard. There was some play equipment on the development; however it may also be that there was a need to wait for the developer contributions which could only be completed once the development was adopted. He encouraged attendance at the Parish Council meeting to find out more information from Bargate. |

Public Footpath Diversion at Land South of Chestnut Avenue, Eastleigh Additional documents: Minutes: The Committee considered the report of the Head of Transportation and Engineering (Agenda Item 7) concerning a public footpath diversion to facilitate the construction of the development Land South of Chestnut Avenue which had been granted planning permission. (Ref: R/17/79892)
RESOLVED –
That authorisation for the processing of an Order under Section 257 of the Town and Country Planning Act 1990 for the diversion of Public Footpath Eastleigh No 54 as necessary to facilitate the construction of development granted planning permission be approved. |

Hendy Development Tree Mitigation Contribution Minutes: An additional item was tabled at the meeting which asked the Committee to consider the recommendation that £26,610 was allocated for tree mitigation works on Fleming Park from the Hendy Development, Leigh Road, Eastleigh. (Ref: X/17/80119)
The Chairman advised that this was the additional developer contributions from the Hendy Ford development which had been agreed at the previous Committee, however the Committee had not yet agreed where the funds be allocated to.
RESOLVED –
That the allocation of £26,610 for tree mitigation works on Fleming Park from the Hendy development be approved. |
