Election of Chair (and Vice Chair if required) Minutes: Richard Ward, Monitoring Officer, presented Agenda Item 1 which was election of a Chair of the Committee following the resignation of Councillor S Sollitt.
RESOLVED –
That Councillor Wayne Irish be elected as Chair for the Committee and;
That Councillor Darshan Mann be elected as Vice Chair for the Committee. |

Chair's Report Minutes: Councillor Irish took the Chair and advised that the Christmas Light Switch on event would be held on 18 November 2017, led by the deputy Mayor. He encouraged members and local residents to attend to support local businesses in Eastleigh and take part in the activities as it was always a very enjoyable event. |

Public Participation Minutes: 1) Ted White noted the recent reports in the local press that Interserve had been holding talks with its lenders following a profit warning. He asked whether, in view of Eastleigh Borough Council’s contract with Interserve regarding the new leisure centre, would Councillors ensure that there would be no revenue costs to the Council regarding the centre and that no costs to the council tax payer would still be relevant?
Richard Ward advised that Interserve
were the builders of the new leisure centre; the new centre was
almost at completion and any payments would only be made once
completion had taken place. In addition, Interserve would not be
the operators in terms of the future ongoing running of the
centre. 2) Eileen Marks asked for further information about when a planning application had been passed with conditions and the procedures in place if these conditions had not been met within timescales. Ms Marks said that they had been advised that the bus storage contract where the Airport car parking site by Campbell Road would be given three months’ notice to move from the site and this had not happened; she requested an update regarding this. She also asked for an explanation of the meaning of ‘discharge of conditions’ in relation to planning, and referred to a further application on the site whereby she had been informed that a discharge had happened regarding a noise management plan. Ms Marks also noted that she continued to have issues viewing planning documents on the website.
Dawn Errington, Planning Officer, explained the two terms above and advised Ms Marks that they would look into both queries regarding the above planning applications and provide a response to this. She also confirmed she would check if the website documents referred to needed to be reloaded.
Ms Marks also asked whether there was any update regarding the ‘diffusion tubes’ in Campbell Road which she raised at the meeting on 26 September 2017 and thanked Councillors Balaam and Campbell for informing her of the agreement by the Committee to look into funding for improvements to the play park in Campbell Road. Ms Marks suggested that the Committee also consult with the local businesses that work within the industrial site, including St Modwens, about whether they would be able to offer any support with funding this.
3) Simon Payne raised concerns in relation to the parking on Cherbourg Road. There were approximately 16 vehicle spaces and 1 disabled vehicle space within the area and four of those were 4 hour limited waiting bays. These were frequently used by local businesses who would swap their cars between the three parking bays all day, therefore local residents did not have the opportunity to use them. There was also use of the parking spaces by the contractors who worked on the ongoing local developments. Mr Payne asked whether these could be changed to 2 hour limited waiting bays for the benefit of the residents.
Mr Payne also noted the parking issues on Nightingale Avenue and felt that it continued to be an issue and needed to be addressed before there was an accident on the road.
4) Jill Payne advised the Committee that she had seen Mims Davies, MP, on Sunday Politics recently who had said that the roll out of Universal Credit had been a positive experience locally, which bucked the trend across the rest of the Country. Department of Work and Pensions figures showed that 1 in 4 people had not been paid in full in 6 weeks. Ms Payne asked whether there was any feedback regarding the Universal Credit since it had been introduced in July 2017 within the Borough and asked if there was anything in place to monitor this, particularly in relation to arrears in housing associations and mortgaged properties. It was widely accepted that the increased lack of housing and funds led to mental health and stress which impacted on local people, so she felt it was important that this be monitored.
Ms Payne also raised a point about socially rented housing; she had seen the figures which showed average waiting times which varied from 2 to 5 years for families and asked whether the Borough had a separate break down of what percentage of the affordable homes within new developments constituted socially rented. Ms Payne asked whether, due to the need for more social housing, the Members would ever directly invest in more housing rather than wait for private developers to purchase land and build these.
The Chair advised Ms Marks, Mr Payne and Ms Payne that they would be sent written responses to their queries.
5) Phil Baker advised the Committee that he and a colleague regularly cycled along Bournemouth Road and there continued to be a high number of cars parked on the pavement, which blocked the cycle routes. This had become quite dangerous and his colleague had received some abuse recently when he asked an individual to move who was blocking the route. Mr Baker asked whether anything could be done to improve this.
The Chair advised that Hampshire County Council would be implementing parking restrictions in the area; this had been approved and would be put in place over the next few months.

Presentation on Planning Guidelines Minutes: Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account. This was set against the broader policy framework. |

That Reserved Matters be APPROVED subject to;

New condition 8: All flood lighting inside the development site
shall be constructed (as per drawing nos. SSL2175 04, SSL2175 05
and SSL2175 06) and maintained such that it faces vertically
downwards at all times. Reason: to prevent dazzle to users of the
M27 and its Junction 5; (2)
New Condition 9: A 200lux limit on the brightness of all lighting
within the site shall be adhered to at all times as per the
lighting assessment report: SSL2175 Appendix A Floodlighting Performance Results Option 1 200lux
REV2 – dated 27-07-2017. Reason:
to prevent dazzle to users of the M27 and its Junction 5; (3)
New Condition 10: Final details of the car park lighting and its
location shall be submitted to and agreed in writing by the local
planning authority, in consultation with Highways England, prior to
the commencement of construction. Reason: to prevent dazzle to
users of the M27 and its Junction 5; (4)
New Condition 11: No excavation, demolition or development related
works shall take place on site until a detailed Arboricultural Method Statement and Tree protection
Plan, as per British Standard 5837:2012 (Trees in Relation to
Design, Demolition and Construction – Recommendations), are
submitted and approved by the LPA. Matters that must be address
include, but are not limited to, drainage, service runs,
hardstanding with RPAs, arboricultural
works, tree protection fencing and ground protection. The approved
Arboricultural Method Statement and
Tree Protection Plan must be adhered to in full, and may only be
modified subject to written agreement from the LPA. This tree
condition may only be fully discharged on completion of the
development subject to satisfactory written evidence of monthly
monitoring and compliance by the pre-appointed tree specialist
during construction. Reason - To retain and protect the existing
trees which form an important part of the amenity of the
locality; (5)
New Condition 12: No excavation, demolition or development related
works shall take place on site until the LPA officer has inspected
and approved the proposed tree protection, as part of a
pre-commencement meeting. Once approved
no access by vehicles or placement of goods, chemicals, fuels, soil
or other materials shall take place within fenced area. The fencing
shall be retained in its approved form for the duration of the
work. This tree condition may only be fully discharged on
completion of the development subject to satisfactory written
evidence of monthly monitoring and compliance by the pre-appointed
tree specialist during construction. Reason - To retain and protect
the existing trees which form an important part of the amenity of
the locality; (6)
New Condition 13: Final landscape plans shall be submitted to and
agreed in writing by the Local Planning authority prior to the
commencement of development. Reason: In
the interests of visual amenity and ecology; (7) Amended condition 5: Details of all site fencing and security barriers/gates shall be submitted to and approved in writing by the Local Planning Authority prior to its installation, and the agreed fencing and security barriers/gates shall be provided prior to the commencement of use of the development permitted and retained at all times unless otherwise agreed in writing by the Local Planning Authority; and
(8) The recommended conditions and reasons.
