Chairman's Report Minutes: The Chairman provided an update on the new leisure centre, Places Leisure Eastleigh and reported that there was a zero shutdown period from the closure of Fleming Park and the opening of the new centre. He reported that there had been over 300 new memberships in January alone. It was hoped that the total number of throughput would be available at the end of February.
The Chairman also advised that on 17 March 2018 a new car boot sale would open in Eastleigh on the Market Place, which would be positive for the area. |

Experimental Traffic Regulation Order Additional documents: Minutes: Consideration was given to the report of the Lead Specialist for Environment concerning the introduction of an Experimental Road Traffic Order to address road safety issues on the Lakeside Estate and to begin working with local residents in finding solutions to conflicting demands for parking and meeting residents parking needs in particular. This was brought forward to Agenda Item 6.
The Committee were advised of the following updates which were not included within the report: -
The statutory powers for making an Experimental Traffic Regulation Order were SS9 and 10 of the Road Traffic Regulation Act 1984.
The order would be made pursuant to agency arrangements with Hampshire County Council as they were the traffic authority with the power to make these orders; Eastleigh Borough Council could make these because of the agency agreement that was in place.
RESOLVED –
That the experimental Traffic Regulation Order for the streets Argosy Crescent, Dakota Way, Islander Walk, Rapide Close, Somers Way and Viscount Gardens on the Lakeside Estate be implemented.
(NOTE: Thirteen members of the public made representations citing concerns which included the impact of additional restrictions on residents, the road being un-adopted and legal implications of this, students parking in the area, additional yellow lines which would move the problem elsewhere rather than address it and suggested that residents parking zones be implemented.) |

Presentation on Planning Guidelines Minutes: Development Management staff gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account. This was set against the broader policy framework. |

Minutes: The Committee considered the report of the Lead Specialist for Housing and Development (formerly the Head of Development Management) (Agenda item 7) concerning a full application for open storage use with ancillary officers, storage buildings and vehicle wash facility, and associated access, parking and landscaping. (Ref: F/17/81397).
The Committee was advised that following the deferral at the last Committee, the application report had been updated to provide the additional information that had been requested.
RESOLVED -
That permission be GRANTED subject to:
(1) The securing of the required transport contributions;
(2) The recommended conditions and reasons; and
(3) The following amendment to condition 24 –
No vehicles with a gross vehicle weight exceeding 7.5 tonnes shall enter or exit the site except between the hours of 0600 and 2100 on Mondays to Fridays, 0800 to 1800 on Saturdays and Sundays, and not at all on Bank and Public holidays, unless otherwise carried out in accordance with an emergency and Sunday out of hours access strategy approved in writing by the local planning authority. Such a strategy shall include details of the out of hours service, the nature, operations and levels of movements associated with it, as well as mitigation measures to limit the impact upon the amenity of neighbouring residential occupiers. Reason: In the interests of the protection of the amenity of the occupiers of neighbouring residential uses.
(NOTES: a) Councillor Thomas left the meeting prior to the item due to work commitments; b) a member of the public spoke and raised a concern regarding HGV movements on a Sunday and the control of these; and c) the applicant spoke in support of the application.)
