Declarations of Interest

Members are invited to declare interests in relation to items of business on the agenda.  Any interests declared will be recorded in the Minutes.


Councillor Clarke declared a non-pecuniary interest in item 7, as he is the Chair of Allbrook Parish Council.

The Chair explained that an email had been received from Mr Payne regarding the previous minutes and the points raised would be followed up after the meeting.




That the Minutes of the meeting held on 19 January 2021 be confirmed and signed by the Chair as a correct record.


Public Participation

Councillors not on the Local Area Committee and members of the public can participate during this section of the meeting in the following ways:


·  If you are able to participate live (meet the technical requirements) and wish to be present and speak, you will need to notify Democratic Services 4 working days (Midday Thursday 4 February 2021) before the meeting. Technical and etiquette guides will be provided.

·  Alternatively, the public can email a statement to be read out by ‘the spokesperson’.  Emailed statements will need to be received 2 working days (Midday Monday 8 February 2021) before the date of the meeting. Democratic Services will confirm receipt of the email and confirm it can be read out.

·  The statement (including questions) will be the equivalent of a maximum of three minutes if read out.  Please therefore restrict your statement to one side of A4 (12 font).  This applies audio/ video recordings also.

·  Alternatively a MP4 file will be sent to Democratic Services 4 working days (Midday Thursday 4 February 2021) before the meeting.  This must be accompanied by a written transcript (emailed). In the event that the file does not meet technical requirements the transcript will be read by the spokesperson and shown on the screen.

Chair's Report


The Chair reported that Central Government have confirmed local elections are going ahead on 6 May 2021. All precautions will be taken to make as Covid safe as possible. Residents were reminded that the deadline to register for a postal vote deadline was 20 April 2021 at 5pm.

The Sustainable Transport Planner introduced the report and explained that the road closure was introduced back in June 2020 to help with social distancing and that a number of changes had been made since the scheme was introduced.




That the Committee support the proposal to extend the temporary closure of Market Street and High Street, including a section of Wells Place, until 15 December 2021.


[Notes: (A) The Eastleigh Town Centre Action Group submitted a written statement citing concerns of the lack of transparency over the road closures and state that social distancing can still be maintained if the road is open. (B) Steve Shaw from Eastleigh BID spoke live, recognising the need to proceed with caution. Steve suggested scheduling regular monthly reviews to relay objectives and concerns from businesses in order to assist with transparency. (C) The Chair requested a formal review at the Eastleigh Local Area Committee after the election.]

The Strategic Planning Manager presented the report, thanked the Assistant Project Manager and explained that a Community Governance Review was initiated following the decision at Administration Committee on 12 October 2020. The consultation took place from 4December 2020 to 25 January 2021.


Councillor Clarke declared a non-pecuniary interest as he is the Chair of Allbrook Parish Council.




That Eastleigh Local Area Committee recommend the creation of two new parishes.


(1)  A new Boyatt Wood Parish Council comprising the area north of the railway line, area to the east of Twyford Road, excluding Dutton Lane and Barton Road.

(2)  The remaining parts of the unparished area to form a separate area to be parished.
