Member Training and Opportunities Minutes: The Senior Chartered Legal Executive (FCILEx) reminded members that licensing training needed to be completed within the last two years to be able to sit on Licensing Panel Hearings.
The last session was held in June and was a comprehensive session that covered both licensing applications and taxi licensing. It was confirmed that a further training session for members had been arranged for 19 October 2022. The session would take place at Eastleigh House.
The Licensing Manager stated that training was vitally important and he would encourage everyone to attend if they have not in the last two years.

Report on Panel Hearings Since the Last Committee Meeting Officers will provide a verbal update on the panel hearings heard since the last Licensing Committee meeting held on 6 October 2021. Minutes: The Licensing Manager informed the Committee that there had been two panel hearings since the last meeting, Spring Tides and Wonderberries, and that both licences had been granted. The Licensing Manager also stated that the team had not received any negative feedback from either application. |

Eastleigh Borough Council/Southampton City Council - Partnership Update (Verbal Update) Officers will give a verbal update on the Eastleigh Borough Council and Southampton City Council partnership. Minutes: The Licensing Manager provided a summary of licensing activity from 1 October 2021 to 23 September 2022.
The Licensing Manager updated the Committee that the Licensing Act 2003 and Gambling Act 2005 partnership was continuing to work well with no significant issues.
Licensing Act 2003 348 applications had been processed, as follows: · 179 Temporary Event Notices · 36 late Temporary Event Notices · 9 minor variations · 50 personal licences · 7 new premises applications · 57 Designated Premises Supervisor variations · 8 premises transfers · 1 premises variation · 1 renewal of Notification of Interest
Gambling Act 2005 There were 15 applications, as follows: · 1 Club Machine Permit · 2 alcohol premises notifications · 1 new alcohol permit · 11 small society lotteries
Complaints There were 28 complaints investigated since 1 October 2021, as follows: · 16 Licensing Act (mainly noise) · 6 in relation to Hackney Carriage driver · 5 in relation to Private Hire drivers · 1 Private Hire vehicle The Licensing Manager also mentioned that officers had also conducted regular visits to gambling and licensed premises, addressing issues identified which were mainly minor. |
