Chair's Announcements

Minutes:

The Chair expressed the Committee’s thanks and congratulations to the Becky Wiseman, Assistant Local Area Manager, on the recent birth of her baby, and welcomed Jo Rennison as her maternity cover.

Public Participation

Minutes:

Hound Parish Councillor Queen raised concerns regarding the footpath to be built over the railway at Grange Road in Netley. Concerns included the safety of users of the proposed site and it was stated that it will be “an accident waiting to happen”. The Councillor requested the Committee look to see if the plans could be amended to include a bridge, instead of the path.

 

The Chair agreed that the Committee would look to see if there were any options for changing the plans, and that they would contact Councillor Queen with any updates.

Report of the Local Area Manager pdf icon PDF 128 KB

Minutes:

Consideration was given to a report of the Local Area Manager (Agenda item 6) that contained recommendations for expenditure from the Committee’s capital and revenue budget.

 

The Committee were updated that the last sentence in para 10 under sub-heading Benches should read benches and not bins; and that item 5 would need approximately an additional £400 for installation costs that were not previously included in the report.

 

RESOLVED –

 

That the Committee allocated:

 

(1)  £832 from Capital accounts for two x Dragons Teeth and five x galvanised hooped barriers at South Court / Norbury Gardens;

(2)  £210 from the Revenue accounts fund fence repair due to vehicle damage on Providence Hill;

(3)  £3120 from capital accounts to fund the installation of eight x dual waste bins on the new Kestrel Park estate (x2), Copse Lane, Hamble Lane bus stop, Hungerford Close, Salterns Lane, Ladymead and the A27;

(4)  £375 from revenue accounts to fund the planting of three x trees in Norbury Gardens;

(5)  £1236 from capital accounts for three benches at Hamble Common (x2), and one at New Road in Netley, plus an additional £400 for installation;

(6)  £8,000 from reserves is allocated to One Community to hire a Governance Officer for a 6-month period for Pilands Wood Community Centre;

(7)  £350 from reserves is allocated to the Mercury Hamble Library Hub to install a 6ft gate between the edge of the building and the stone walkway at the rear;

(8)  £208 from reserves to purchase and install bollards on the corner of New Road, Netley;

(9)  £2743 from reserves to deliver the Window Wanderland project in February 2022;

(10)  £3440 from reserves to deliver the Walk and Talk project, delivered by the Country Parks team, for a 12-month period;

(11)  £3000 from reserves to upgrade the lights in Abbey Hall car park to LED lights;

(12)  £100 from reserves to purchase historical books about Hamble for the Mercury Hamble Library Hub; and

(13)  That the Bursledon, Hamble-le-Rice and Hound Local Area Committee noted a formal service level agreement (SLA) had been drafted for the Hampshire Cultural Trust regarding the Bursledon Windmill.  The SLA included a breakdown of the payments to the Hampshire Cultural trust for the next five years.

The Committee considered the report of the Local Area Manager (Agenda Item 7) concerning appointments to regulatory panels, other groups and outside bodies.

 

RESOLVED –

 

(1)  That Bursledon, Hamble and Hound Local Area Committeemade appointments to the following Outside Bodies:

  i.  Bursledon and District Community Association Board – Councillor Craig;

  ii.  Hamble Community Sports College Community Management Committee – Councillor Manning;

  iii.  Hampshire Buildings Preservation Trust – Ross McClean, Local Area Manager, Eastleigh Borough Council;

  iv.  Pilands Wood Community Association – Councillor Craig;

  v.  River Hamble Management Committee – Councillor Rich;

  vi.  Solent Sea Rescue Organisation – Councillor Rich;

  vii.  Standing Conference on Problems Associated with the Coastline – Councillor Cross and Officer Representative David Pickett ;

(2)  That the Bursledon, Hamble and Hound Local Area Committee made appointments to the following other groups:

  i.  Bursledon Windmill Joint Management Committee – Councillor Cross.; and

 

(3)  That all members of the Bursledon, Hamble and Hound Local Area Committee be appointed to the Regulatory Panel to form a pool for all licensing appeals from which any three can be selected.

Traffic Regulation Order (TRO) - Various Roads in Bursledon, Hamble and Hound pdf icon PDF 1 MB

Minutes:

The Executive Head of Neighbourhood Services delivered a report by the Technical Services Manager (Agenda Item 8) which detailed representations received in response to proposed waiting restrictions on various roads.

 

RESOLVED –

 

(1)  Proposals to implement restrictions in Sydney Avenue, Beaulieu Road and Flowers Close are withdrawn pending further investigation;

(2)  Proposals to relocate the existing loading bay towards the junction of New Road and the removal of the existing loading and unloading restrictions along the south east side of Station Road, and the introduction of a disabled bay are withdrawn.

(3)  Proposals to withdraw No waiting at any time restrictions and no loading and unloading restrictions on both sides of New Road, north and south of its junction with Station Road are withdrawn.

(4)  A disabled parking place is introduced in New Road within the existing row of parking bays along the west side.

(5)  Proposals to introduce a Verge Parking Zone in Bridge Close are implemented as advertised.

(6)  Proposals to introduce No waiting at any time restrictions on the North Side of Norbury Gardens are implemented; and

(7)  Proposals to introduce No waiting restrictions in Reeves Way are implemented as advertised.

Presentation on Planning Guidelines

Minutes:

The Senior Planning Officer gave a short presentation on guidelines that had to be taken into account when determining planning applications; in particular the issues that could, and could not, be taken into account.  This was set against the broader policy framework.

Appeal against the Council’s enforcement action against the unauthorised addition of fencing of 0.55m in height affixed on top of the existing boundary wall within Conservation Area. (Ref. EA/21/91109)

 

44 Woolwich Close, Bursledon, SO31 8GE

 

Appeal against the Council’s refusal to grant consent to undertake proposed work to fell a tree protected by a Tree Preservation Order (TPO). (Ref. T/20/88653)

 

This was a delegated decision.

 

(b)  that the following appeals have been allowed:-

 

Chalcot, York Road, Netley Abbey, SO31 5DD

 

Appeal against the Council’s refusal to grant planning permission for proposed demolition of existing one-bedroomed dwelling and garage and replacement with new one-bedroomed dwelling.

 

This was a Local Area Committee decision.

 

Costs were refused.
