Chair's Report

Minutes:

The Chair announced that the public consultation for the rebuild of Freespace Skate Park is well underway. So far, we've had over 180 completed surveys. Of the two skate park designs, option two is the clear favourite. When asked how to spend the extra Landfill Tax funding, again there is a strong preference, this time for re-opening the concrete bowl, making the skate park bigger and better and providing a junior skate trail at Fleming Park. The Chair encouraged people to fill out the form with their views prior to the closing date on the 29 March.

 

The Fleming Park Paddling Pool area is the potential site for the junior skate trail I just mentioned, and in a linked project, the expansion of the fenced pool area and tree planting is nearing completion. All work should be finished in time for the traditional end of May Bank Holiday opening.

 

Eastleigh Unwrapped returns again in June but this time with a twist. This year it will be across a weekend of the 10th and 11th June, with Saturday in Eastleigh and Sunday in Hedge End. Each day will feature six companies performing in the park along with walk about and street theatre in the two town centres. There will also be stalls in Leigh Road Rec and Greta Park for family fun, including face painting, hair braiding, arts & crafts and local food trucks at each venue. We will also be adding a Makers Market, featuring The Sorting Office in Eastleigh and Hedge End Town Council’s market stall holders at Greta Park.

 

In another local leisure project, the new kick-about area at North Stoneham Park is nearing completion. The new area, next to the Community Centre, has been levelled, the stones removed, and a seeded top-dressing added. We now just have to wait for the grass to grow and properly establish.

 

The local elections are coming up on the 4 May, a reminder was given to apply for postal votes or ensure you have suitable identification, free ID can be obtained at Eastleigh Borough Council please see the council website for more details.

 

The Chair wished good luck to all who are standing in the elections and Councillor Sara Tyson-Payne who will not be standing at the upcoming election, for her input and contributions to the committee over her term in office.

The Committee considered a report by the Senior Engineering Specialist (Agenda Item 6) which detailed representations received in response to proposed waiting restrictions on various roads.

 

RESOLVED –

 

That the Eastleigh Local Area Committee approved the making of a Traffic Regulation Order as outlined below:

 

 

(1)  A Traffic Regulation Order is made, the effects of which are to introduce waiting and parking restrictions in:

 

a) Belmont Road,

b) Falcon Square – North West Corner

c) Falcon Square – Both Service Roads

d) Surrey Road

e) Sussex Road

 

(2)  Amend waiting and parking restrictions in:

 

(a) York Road

(b) Derby Road – amended in part to remove one parking space and not the two as originally proposed.

 

(3) Withdraw the proposals for waiting restrictions in Crestwood View as advertised on 13 January 2023.

RESOLVED –

 

That the Committee approved the grants as set out in Appendix 1 to the report.

The Senior Pollution Control Officer gave a short presentation to the Committee.

 

Councillor Bicknell requested training be arranged on Air Quality for Councillors.

 

RESOLVED –

 

That the Eastleigh Local Area Committee noted:

 

(1)  the update to the air quality measurements for Eastleigh in 2022; and

(2)  progress made against the Air Quality Action Plan.
